One of the most important things in Star Trek is communication. Every episode we watch as the ships are "being hailed" and put "on-screen". The super nerdy side of me would love to be able to sit on the bridge and hail someone on my view screen, using my logitech webcam chatting back and forth. The realistic side of me would be absolutely satisified with just being able to press a button and talk to my party. I would be floored if I could push a button and talk to everyone logged on in my fleet.
Suggestions:
A: Build a voice chat feature directly in to the game hosted through your servers. If you want to avoid the strain on your servers and bandwidth, use option B.
B: Allow players to use their own ventrilo and teamspeak servers. Create an interface mod where the player enters the server ip, port, and password if needed. When people join the party, if they have "voice" enabled, it will automatically log them in to the party leader's vent or teamspeak using their character's name as the login name. When they leave the party, the disconnect command is sent and they are disconnected from the player's vent or teamspeak server. Possibly have a fleet option to where this could be done as well. I personally have a 50 player dedicated vent server.
C: Partner up with Skype and create an in-game interface that allows players to "hail" each other. The player enters their skype logon information in to the interface mod and enables "allow hails". This logs them in to skype through the game interface, and when a player "hails" them, and they accept, the players are beamed on to their bridges where the skype video and sound is played through the players view-screen.
Alternately, a window can pop up like the ones used for "Hail Starfleet", the video can be played where the character animations usually show up, and the right side of the screen where the text usually is can be a private text chat box for them to type to each other.
Cryptic has already stated they are not interested in developing a vox coms system for STO. They see no need to spend the money necessary To compete with third party coms providers. I tend to believe them on this particular issue.

and some people with hearing difficulties cant use these systems. so they have just to be forgoten about.
If they dont think ts etc is required why design levels that require it.
(on another note they cant play test anything anyway, as if they had the person that tested ce big dig and raid missions, should be sacked. As well as some of the arrogant GMs flying around in sirus sector. funny never see them in gamma - HEAD IN SAND COMES TO MIND)

I wouldn't want Cryptic spending time developing a voice system since there are already great ones on the market.
However, I would like the vendors of those tools to standardize on "public" channels such that studios like Cryptic can put hooks into there system so that as players join/leave the teams they are automatically joined/removed from the audio queue.

They don't require squat. It is not near imposable to do it without vent. Many people have become overly dependent on Vent (myself included). The hearing impaired (myself included) have other options like turning the volume up or, for those who are completely def, making those in their group aware of the problems.
I merely know what they have said. I am the messenger. I am also a messenger who happens to agree with the sender of the message. integrated Vox coms for MMORPGs has never paid off the investment of time and money with the one exception.
Lord of the Rings online had a great ingame voice chat. I for one think in-game voice chat is a good idea. Some people have ventrillo and some teamspeak and they cant talk to each other. One set of people in a team have it and others scramble to download it and make it work while the others in the team frutratingly wait for them to set it up. With ingame voice chat everyone on the game would be able to talk to everyone elase.
I have not had much experience with VOIP, but one MMO I played for a short time had Ventrillo, and if I was in the Public Channel, it was CONSTANT, Chatter, Chatter, Chatter, so I decided to create my own Private Channel, and I let everybody know if they wanted to talk to me, I would be there. Then it was HOURS, and HOURS of COMPLETE Silence. That in itself was not all that bad, but having the Head Set on all the time was a real pain.

Both pale in comparison to Ventrillo. Yeah its another program you've gotta run but it beats the socks off of in game voice systems.

So unless they change their mind, leave it to Ventrilo or other Voice programs.
You have a lot more options for adjusting speaker and mic volume to suit your taste
If the game crashes, you can still talk with your buddies.
If you need to pop in to tell your friends that you will be on later than you expected, you don't have to start up the game client.
If you stay idle too long and get logged out of the game, you can keep talking with your friends
you are not forced into talking with just the people you are teamed up with

The developers have already said, multiple times, that they are not going to add voice communications to Star Trek Online. They even explained why.
