I am trying to create a ticket to billing, as I was told to contact them. I want to make my payment to the game, but am unable to do so, because I am unable to submit a ticket at all. What do I do to either simply make the payment, or submit the ticket to billing to make the payment?

No, I downloaded the demo from Atari, and now have the time off work to access it. When I logged on, there was a notification to contact billing. I added a credit card to the account, but am not sure what to do next to purchase.

I dont see any of that on this account. Try adding the demo product.
I already have the demo installed but I will uninstall and reinstall and see if that fixes the issue. When I went to the link you posted, the page just thanked me for creating a demo account and directed me to either the online manual or support. Is uninstalling and reinstalling the best course of action in this case?

He/she was not referring to d/l and reinstalling the game. You need to activate your account as a demo account. that what the link he/she posted is for. It adds the product demo to your account so you can play the demo.

You have the demo product now give it a try before you uninstall.
