Okay, I apologize if this has been brought up before. I got my first taste of Pvp last night, both in space and on the ground.
My question is this: For those instances when one is stuck in a lop-sided match, i.e. 2 feds vs 6 klingons, why for the love of God can't we utilize our bridge officers to make up the difference until more players arrive?
I'm not saying that AI officers are going to help scores, but they would give my enemies more targets to shoot at other than just me! It would also allow me to set up ambushes.
It was intensely frustrating to try and take out klingon soldiers when three of them have a room totally secured, while the other three attempt to flush me and my unfortunate companion into a trap. 40 deaths later, the nightmare ended. But, my question remains: Why wouldn't I beam down a couple of my best security guards to assist?
If the Devs would just add random PvE Faction mobs in some of the maps. Maybe a few Fed Cruisers floating around different nodes for light defense.
Bugs me to no end waiting for the blasted thing to change (feels like minutes) to leave it and look around to see it change over from one second of enemy faction guy decloaking.
Ya'll are confusing me! The OP's suggestion, to me, clearly talks about using BOffs in ground combat. That's not a bad idea, although BOffs are so bad, it's just asking for doom. Also, what if you have 3v5 real players; which of the two on the team of 3 get to have thier BOffs with them? There's a lot more to think about in terms of design and decision structure for who gets what before something like this could move forward.
To me, when a match is that lopsided, and the queue system is unable to resolve the mismatch, the system should end the match and return everyone to the queue. Lopsided matches are not fun, on the ground or in space.
I think having the system do bot fill-ins is possible both on ground and space though. Just have a semi-well equipped NPC show up until a real player joins that spot. When a real player come in, the NPC get beamed out, or warps out as appropriate.
I'm all for NPCs in capture and hold maps, provided they have a tight leash AI that keeps them at their respective capture points.
Neutral point = no NPC
Capture point turning blue / red = 1 appropriate NPC guard ship warping in
Capture point fully blue / red = 2 NPC guard ships patrolling that area
About 4-6 NPC guard ships patrolling the teams' spawn points, just cause it looks better than with just mines there for defense nets.

In all honesty, I just want some type, ANY type, of backup in a lopsided match. I couldn't care less if its my security team on the ground or another captain's, or for that matter having some other kind of allied NPC on the ground already that follows you around until another player joins into fill the gap.
As for space combat, same kind of deal: If there is a lopsided match, then the team with the disadvantge should have some kind of backup vessel there to assist.
My point at the beginning of all of this was: ANY kind of backup would be greatly appreciated for those who find themselves in a lopsided match, regardless of space or ground.
It wouldn't be that hard to implement, as there are NPCS who follow your away team in PVE regularly. No reason why you couldn't do the same in Pvp. I know, I know, the AI characters that follow you and your team are nothing short of TRIBBLE, BUT at least if they're there hopefully the opposing team will shoot them and not me, and as an added bonus perhaps the Astoundingly Idiotic Officer will even be kind enough to return fire.
