Let's take a quick example at a population of 32% Cruisers, 32% Science vessel, 36% escort.
The majority feedback will be felt mostly from escort, but of course cruisers and science vessel together represent 64%. So only if they say the same thing about the escorts, that escort will see a nerf or a boost. Otherwise Escorts got any other voice remaining.
68% will usually end up saying bad things about cruisers.
68% will usually end up saying bad things about science vessels.
64% will usually end up saying bad things about escorts.
next patch comes....
people plays a bit more escorts, only a very small % leaves the game, mostly from the cruiser and science vessel community.
New example of population, 30% Cruisers, 30% science vessel, 40% escort.
70% will usually end up saying bad things about cruisers.
70% will usually end up saying bad things about science vessels.
60% will usually end up saying bad things about escorts.

You get the general idea.
This is why the majority should never have a place in an mmo community. You'll start seeing people quitting because of nerfs after nerfs, or simply switching to the next best thing. Making the game less diversified in the process, and then prompting more people to quit.
Now for my suggestion into a proper fix. I'm sure cryptic can implement a system to monitor hours played on a captain class with a specific ship class.
Have 18 representatives
Each in charge of general feedback about how their ship and their captain skills handles the game in pvp and pve, both ground and space, STF included.
The 18 representatives would be of the following. Tactical captain on board of a Advanced Escort Tactical captain on board of a Fleet Escort Tactical captain on board of a Assault Cruiser Tactical captain on board of a Star Cruiser Tactical captain on board of a Reconnaissance Science Vessel Tactical captain on board of a Deep Space Science Vessel
Engineer captain on board of a Advanced Escort Engineer captain on board of a Fleet Escort Engineer captain on board of a Assault Cruiser Engineer captain on board of a Star Cruiser Engineer captain on board of a Reconnaissance Science Vessel Engineer captain on board of a Deep Space Science Vessel

Representatives Task would have to include both weekly and monthly report on the state of the game.
Representatives would be rewarded with no subscription cost (life subscribers can select a friend who they wish getting the benefits while they remain a representative.)
Only with this system, will the game achieve a better voice of all classes.
Representatives will also have to keep communicating with the community of the appropriate forums so they keep focus on issues they might have missed. (like a science captain on a star cruiser would have to visit frequently the science officer forum and cruiser captain forum).
I like the bit about different career captains piloting different class star ships (i.e. Science Captains in Cruisers). I would hope that any feedback provided would take into account the fact that variety is important to make the game more fun. I'm getting a little annoyed by all of these people in PvP telling others that they are wrong for mixing it up a bit.
ok so the kdf have what 4 ships so only 12 reps over the feds 18, cant see much happening in the kdf's favour there, tho with 30 reps all wanting something slightly different to match their play style i can see a whole lot getting resolved.

And I agree, diversity is very important. I feel my suggestion will open up the dev team to things often miss. And everyone will have a voice in the matter.

I see your concern, but the fact of the matter, the voice will still be 50/50. As it would be the total result of Klingon vs Federation.
So would take 9 Feds for 6 Klingons to make things even in a moment of contradiction.
Picking the people would be very important,
just like picking the correct people for the Neilsons ratings would be.
Some other ideas would be to just pick 6 people
1 Fed Tactical in all RA ships
1 Fed Science in all RA ships
1 Fed Engineer in all RA ships
1 KDF Tactical in all KDF ships
1 KDF Science in all KDF ships
1 KDF Engineer in all KDF ships

Tactical RA5 in fleet escort with 26 hours /played
(About 3500 Accolade points on Tribble and a Master Crafter in February of all items)
Tactical BG5 in BoP with 13 hours /played
Science BG5 in BoP with 12 hours /played
(the 51 hours played averages out to about 11 hours per day every day since Feb 2nd) :eek:
and I would volunteer for one of those roles.
I personally have a mix of RA5/BG5 Tactical/Science,
Just in case one side or one class changes too much,
I can switch to another.
I normally fly an escort and when I heard the news that they were nerfing DPS on tribble I jumped on to see that while DPS has decreased, it hadn't nerfed me by that much. Targets that I shoot at do seem to last longer. (( consoles at +18 and +22 tested ))
Tactical/Cruiser
While testing these changes I've also been flying a cruiser that I have set up to shield tank. With the Cooldowns on Science team and the overall Decrease in intensity of the heal, I find that I'm no longer able to shield tank. The ammount of Decrease in the intensity takes it down to about 1/3 where it previously even while using 3x grandfathered induction stabilizer and purp graviton deflector. I'm fully equipped to dish out sci team on my cruiser and poping Sci team does nothing to heal shields.
Escort v. Cruiser
The way I see the changes on tribble, with escorts being able to dish out nearly 3/4-9/10 the DPS they used to and the 1/3 amount of shield heals that Cruisers get, I see this patch creating an even larger imbalence in DPS. The exact opposite of what these changes were supposed to fix.
I understand that these changes haven't gone live yet and are subject to change so I reserve the ability to change my mind after the patch hits holodeck. If the changes are left the way they are I'm going to respec to full ground combat.

18 might not be enough, but someone if they do their job properly will also get the community feedback.
It's like presidency, they only have 1 since would create too much confusion, but yet, that doesn't mean the president doesn't try to hear the need of the people.
I personally been part of an mmo that adopted this system, and I have to say, within 6 months, things got better.
Changes are never easy, but for changes to happen correctly, things got to be set in motion.

That's why class leads would also need to play together and test out pvp setups both on tribble and live server.
Really wouldn't need a team just for pvp focus if the class leads are doing their job.
