In the light that Sulu has been the most sought after character in STO, I propose an idea.
Sulu should be moved from time to time after every patch or two. His old location would have an NPC that says to the effect where he is and what are his old assignments.
In Earth Starbase, I would like to see a plaque. It will look like the plaques on starships but it should read "Sulu was here."
Make a quest for finding him as well workd would get out fast on were he is so no loss there. Give out a item like a Teapot that can added to the upcomming ready rooms. Chnage the item each time he is moved. A rare planet one time or Holograhic bird to put in ready room another.
Should also get George Takai's voice saying "Oh My!" once you find Sulu. And rather then move him he should just be made to wander earth spacedock randomly.

This is a great idea absolutely love it. I would spend 30 minutes weekly trying to find Sulu this would bring my game time to 30 minutes weekly. But seriously this does sound like a lot of fun.
Make finding Sulu (or rather, the NPC who replaced him) every character's very first post-tutorial mission from Admiral Quinn.
"I just don't know about this new guy. Sulu was always reliable, but I send Sam on a simple errand- oh, Ensign <name>, you're still standing there? Good. Go find Commander Winters for me. I sent him to Requisitions, and he hasn't come back. Get going."
Just because he is a member of Starfleet dosent mean WE the players have the required clearance to be told where he is.
Sure, we may even be of equal rank by endgame but Starfleet should'nt be giving out such information when they have the potential for spies and Undine Infiltrators. You get told what you need to know and no more.
Thus, the option to play 'where's sulu' is valid via rumours and obscure means. Of course, I imagine Sulu will become unhappy at being 'stalked'.
Then again, I imagine this could make a good leadup for more incidents involving Section 31. They are bound to be impressed with a player that is so capable of finding an elusive target... they might even suspect your an enemy agent and conduct the proper tests.

So, would be much more appropriate to hunt for Franklin Drake.
You may be hunting him because you really want to join Section 31, or think you have some info then need.
You may be hunting him because you want to punch him in the face or just plain kill him
But all-in-all, where is Franklin Drake would be fun...

It could go something like this:
The "Quest" starts with those talking officers on Starbase 1, they still say he's on the Station's Lounge (gives you a reason to go there). Then you there and talk to the barkeep, and learn hes at Quinn's office.
2) You hear hes in Quinn's office, but no he's on assignment on Vulcan.
3) You go to Vulcan and find hes on Andoria. So you go to Andoria.
4) On Andoria, you get word he went to Risa for some R&R.
5) You got to Risa and learn he was diverted to defend Starbase 24.
6) After dending Starbase 24, you learn from the Captain of the USS McCoy say that he went chasing some Klingons to the Neutral Zone. So you go to K7, and overhear some officers talking that he's on Regulus for a diplomatic meeting.
7) On Regulus, you learn from the Ambassadors that the Klingons attacked after Sulu had left. Sulu went to Starbase Sierra for a mission.
8) You go to Starbase Sierra, and told by Admiral T'Nae that he was sent on a mission to drop off Admiral Harry Kim at Chiron II.
9) Go to find Admiral Kim, and he tells you the USS Posiedon was sent into Romulan Space on a mission, and has not been heard of for sometime. He suspects Romulans could be responsible.
10) During your runs in Romulan Space, you intercept an secret communique from the Tal Shiar (to Sela) that they detected the USS Posideon using the Transwarp Gate in Tannebia and suspect it went to Gamma Orionis.
11) In Cardassian Space, you run into a secret message from the USS Posideon, and learn shapeshifters were responsible, but not sure if they were Founders or not.
12) You learn that Founders were not responsible. But the ship was spoted by spies in Gamma Orionis.
13) Undine Terrordrome - You are sent to investigate and find the truth and find the real Sulu.
I like this idea too. "Where's Sulu?" The new quest in STO. Even if you just move him around without clues, it would be interesting. Of course eventually adding clues would be cool too.
Also, Sulu is a captain of a starship now. They get a lot of latitude in where they take thier ship.

It would be a great mechanism for getting people to new places, a pointer to new released content, and a way for devs to add in something very very simple to the game that would have both a function (at times) and an element of humor for all to enjoy.
First there was "where's Waldo", now watch out, now there is "Where is Sulu?"
Can you imagine what an Accolade listing for "Where's Sulu?" would look like in a couple years?
