Why cant I have gaps in my personal tray?

for instance I want to have some separation from certain types of skills in my personal tray so im not frantically looking for skills during combat . Like for example my attack upgrades away from my defensive buffs. Now before anyone says "well put them on a different line" I have but I dont have enough of a certain type to fill an entire tray line leaving some empty tray spots on the end. Ive checked "lock tray" in my available abilities popup but sometimes the remaining empty spots in my tray get randomly polluted with things, usually weapon links.

My question is this a bug of some sorts or is there a way to prevent this from happening? Also I apologize in advance if there is another thread about this.

    Put all the weapon skills into row 10

    Not quite, but close.

    To stop the gaps in your action bar from being filled up you have to make sure that you have put every skill you have somewhere. You can stick them in the higher number rows. Or in the places 9 and zero of the first 3 rows, this allows you to access them more easily.

    I have put only my weapon skills in the 10th row, and the shield skills are in the 7th row by default, and I have never had a problem. Obviously all my other skills that are used during battle are placed in the first 3 rows. Anything else that there is I haven't put into the tray and it doesn't appear in the empty slots for me.

    I always use the 3 rows tray for ships and use the 10, 9, and 8 rows. I have no problem with leaving gaps on the trays.
