I think the starting rank for a Player should be "Lieutenant"
1. drop "Ensign" and add "Commander"
2. If You want to keep Ensign for players make a short intro (i.e.) Star Fleet training mission
3. You could also add a "Fleet Admiral Rank" or "Commodore"
ensigns are viable rankings in military structure......
.... they are great for us enlisted people to tell what to do and where to go ( the only officer class that that is tolerated )....and to let them know that thier fresh academy ideals are moot in the real world.

Being a former member of The U.S. Navy - I would put any" Chief Petty Officer" in command of the bridge - Before an "Ensign"
I'd like the option to skip the Ensign and Lieutenant ranks (and the tutorial) entirely and start at Lieutenant Commander 1 with my future characters. I have four Federation alts, one Rear Admiral and three Lieutenant Commanders.
No matter what your division, until the rank of Lieutenant Commander the game play is the same every time: a Light Cruiser that you want to trade in for one of three ships when you hit Lieutenant 11.
Give the option for someone that has advanced a character to the rank of Commander or higher to start future alts of that faction (make them work for the first alt of each side so the player can learn).
Here's my recommendation.
-Start them at Lieutenant Commander 1.
-Give them the skill points to distribute to their Lieutenant skills.
-Give them a Light Cruiser with Standard Weapons (that everyone starts with anyway) and then a Tier 2 ship of choice with Mk II weaponry and a choice of common Mk II consoles to equip.
-Allow them a choice from three Bridge Officers of each Division (Tactical, Science, & Engineering) for their six Bridge Officers. Make two of each division Common BOs and one Uncommon, but only allow a total choice of two Uncommon BOs.
-Give enough around 1500 Starfleet Merits and 1500 Bridge Officer Points to Promote and/or Customize your Bridge Officers and their abilities.
-Allow a choice of kits and Mk II ground gear to outfit themselves and their Away Team.
If this was done, I might fill out all the slots I have left. As is, they will languish until I have four RAs.
I wouldn't mind the option to skip the tutorial on new characters, My main is an RA5 I don't need to know the ins and outs of the controls when I roll an alt. But I don't mind the lower deck ranks.
BTW, you get just about all the points you need to promote to LT in the tutorial, so what's this fuss about ENS, you are at that rank for only about 30 minutes tops.
