I really don't like the idea of tiered ships.
It causes a lot of work for the devs to add ships in at a specific tier, and then when the player base really wants to use some of the iconic ones at maximum tier, the devs have to go and reconfigure those same ships again for maximum tier. Just like what they are working on with the Galaxy, Defiant, and Intrepid classes. And when T6 is opened, we are STILL going to want to fly our favourite ships at that tier.
I would instead like to see bridge officer slots scale with your captain's level. I would like to see ship consoles scale with your captain's level. I would like to see the ship weapon system stay specific to the ship itself and maybe have some kind of modifier on their damage output to help keep them in line (but not exactly the same as) other, more powerful/advanced ships.
This is not to say that I think the damage output of an RA5 in a Constitution Refit should be close to that same captain in a Sovereign, but if the first ship had maybe something around 70-80% of the Sovereigns damage, then the devs would only have to add ships once, and tweak them as necessary when new levels are opened up. We could all fly our favourite ships and still be useful and effective in any group we are in.
As much as I love the Nebula and Excelsior ships, I flat out refuse to buy them because I cannot fly them where I spend the overwhelming majority of my time. A change such as above (but not necessarily my suggestion) that allows us to fly any ship we own at our current level would do so much good for the game and probably increase C-Store revenue to boot.
