I'm flying a Star Cruiser, and having 8 weapon slots is a beautiful thing. Mostly my weapons are 3 Beam Arrays and a Quantum Launcher in the aft (back), and in the front I'm still experimenting: 2 torpedoes, beam array, dual beam bank. Or 2 dual beam banks, array and 1 torpedo.
That's all nice, giving us a lot of options. However, since Cruisers are relatively slow, slow turning. This makes my front and aft shields most vulnerable because I try to line up for torpedo attacks.
What I'd like is to either add 2 extra weapon slots on the front SIDE of the ship, or rearrange the existing slots so we have SIDE slots.
What would this do? Well, imagine having 2 torpedo launchers on the front sides, the shooting arches would be turned, giving us more chance to shoot a torpedo while the targets are on our left or right sides, instead of straight forward. This means the arches would inter lap in the front by let's say... 30 degrees. So if there is someone directly in front, we could fire 2 torpedoes, but if someone's on our left or right side, we could fire only one, but in a wider arc than before.
This idea is in the works (in my head) and not polished. I believe only cruisers should have this, since they're the least "special". Compared to escorts and science ships, cruisers are pretty "bland". Escorts focus on major damage to the targets in front, and they're fast which gives them a chance to attack full frontal, then turn around before their frontal shields drop. Science ships can target subsystems, have strong shields and a lot of sciency abilities that can mess with other ships.
Cruisers have engineering. And that's mostly it, defense. Nothing too special.
Well... that's my idea. Comments are more than welcome.

one of the problems with side slots is to my knowledge no star trek ship has ever fired torpedoes out of the side, so people will probably complain about breaking canon
cruisers do feel quite weak though and im all for improving them, perhaps they need five and five slots?

Hmmm, true, it doesn't sound cannony enough.
How about giving cruisers passive ability that extends their torpedo arc by 10, 15 or 20 degrees? I feel silly that with such a giant ship that doesn't turn so much, or depend on frontal attacks need to be facing the target to torpedo it.
And I believe that with next ship tiers we'll get the five five slots.
And the only thing Cryptic needs to do for cruisers is switch their shield modifier with the science ships. Cruisers should have the largest shields in order to do their job (tank).

Agh! Well, you understood what I wanted to say :P
And yes, cruisers should have strongest shields.
Oh... and one more idea for Cruisers: Give them 130, or 135 maximum power for subsystems instead of the standard 125. They're enormous, and their warp core should be almost as big as an escort. Surely they can produce much more power than escorts and science vessels.

if you switch the weapon slots too i'm all for it
