So why don't we have this technology now? Years before this the federation has found a way to break through the cloak of a ship and detect it.
Using a Charged Partical Burst is the best option now but it's range seems severly short, so unless you have a Science vessel to get a higher rank the skill is almost a waste of coveted science skills.
The Dominion, as well as the Cardassians, also possessed many methods of breaking through cloaking fields, including a long-range tachyon scanner and an antiproton beam. Although not acurate it is a method to find and track claoked ships.
Additionally when a BOP battle cloaks and my freashly fired Torp tracks and hits why is he not destroyed or nearly destroyed but decloaked for a second because cloaking drops shields. Without that protection a BOP could sustain massive damage from a torp.
Visible energy distortions were detectable while cloaked and prior to decloaking, and in 2293, the USS Enterprise-A developed a method of using a torpedo to track the plasma exhaust of a cloaked ship like a heatseaking missile that almost destroyed the BOP with just that one torp.
I don't want to take anything from the functions that the cloak serves to the Klingons or to the Romulans when they are introduced but something needs to be presented to the Federation to give them a fighting chance against the DPS of the BOP.
I feel that the Battle cloak should be a use at own risk where if you cloak prior to being hit by a torp you just commited suicide cause you lowered your shields and took it full force.
I think Engeneering Captains or 1st Officers (if they are ever introduced) should have access to Geordi's grid or an improved variation. I actually would be better using the Cardassian variant with only a 40-60% detection rate.
The Klingons are warriors and should have the upperhand when not detected, but they should not be completely undetectable.

Cloaking tech would advance just like the tech to see them. Like modern Sub warfare. The advantage is always moving back and forth. Modern jets had hot exhausts that attracted heat seeking missiles so now new jets have all kinds of engineering trucks to limit emissions.
being a klingon player, i can assure you that battle cloaking while being shot at by a torpedo DOES hit hull and , depending on the ship and type of torpedo and if you're being shot by anything else, drops you down to between 15% and 5% heal remaining, not to mention drops you out of cloak. if you're getting shot at by more then just 1 torpedo at the time, even just 1 shot from a beam array, you're pretty much blown up.
most klingons know this fact though and attempt to break line of sight(like going behind a rock, or a structer) first before battle cloaking to make sure that nothing is being fired at them for the 5 seconds before they cloak
Something the OP should consider is a lot of times the damage done by the torp has already been applied before the animation of the torp hitting has been completed.
Klingons are not OP and we sure aren't OP due to the cloak. Only BOP can battle cloak and it is NOT a guaranteed get out of combat free card.

I have played both sides and speek from the expeirences on both sides. My comment is not Federation only. I used my battle cloak and was hit with a torp as well as beams and thought I had been decloaked but I had not. I didn't sustain any damage from the torp upon impact and I can consider that it may have been applied when it was fired and not when it impacted with my shields down.
On the otherside as a Fed I was in the process of killing a klingon when he battle cloak and I watched as my torp followed his plasma signature until I saw it impact with him. I don't know the eact percentage of health he had but it was less then an eighth of his bar. I saw nothinging of him when it impacted just that it impacted. I know a Transphastic is not a Quantum but it still has some kick!
What I do find interesting is that my Fed Char and my Klingon char with nearly exactly the same ship set up and exactly the same BO skills, my BOP does nearly 100k more DPS then my Escort. I am normally No. 1 in DPS for Feds yet 3rd as a Klingon...
I was not saying Klingons were OP (however, a 8:1 win ratio would suggest such) BUT that there has been means to get by the Cloak before and I was asking that it not be 100% effective so I can always spot a klingon as a Fed. But I also loath flying for 20-30 minutes looking for the enemy in a house battle till I'm forced to expose myself and get destroyed just so we can start the match.
I admit that I prefer to play my Feds over my Klingons but I DO NOT believe that "balancing" can really happen. Klingons SHOULD have the upperhand most of the time but not all the time. Sure the shows were Federation bias but it should give the DEVs something to use.
Honestly if there was more storyline to the Klingons I would play them more and I feel they DO need LOTS of love from the DEVs. So don't presume I don't know what I am talking about or QQ me cause I got a beat down at the hands of the Klingons and demand a NERF!
Oh and my OP suggested that the skill would inform me that a cloaked ship is near, not that it would be visible, decloak it or give me the ability to target it. (Although a random effect like that might be cool!)

For someone that supposedly has experience in both factions, you don't know very much about the already implemented methods of detecting cloaked ships. The tools are already in the game. It's just most Feds don't bother trying them out.
Just like most of them not bothering to support each other and wandering off by themselves, get blasted, and blame Klingons as being OP
One of the major reasons why KDF Escorts / BoP do well on max DPS is the element of surprise. Catching someone when not ready. You'd be surprised how long alot of people take to react to something. In reaction to an alpha strike, especially one coming out of a cloak, you don't have much time to pop repairs & defenses before you're toast. Even less if you're flying an Escort or the target of several alpha strikes.
