Meanwhile, the populated part of the forum can seem cheery and optimistic, full of praise and good PR.

I concur. All this does is take the complaints away from the forum which is obviously the first and sometimes last port of call for visitors to the community to places where they will be less obvious.
Plus people are being chastised for cross-linking. So I can't talk about an issue in another forum here by linking to it.

I'm reminded of Sarah Palin rallying against the U.S. Cable News outlets for their editors criticizing her. She claimed they undermined free speech and were trying to silence her, through ignoring her speeches or criticizing her.
There are plenty of negative threads on this specific forum (along with positives ones).
If all the negative threads were move to lower visibility, I'd see more of a an argument for the OP.

As the ex administrator (unpaid and glad to do it ) for 5 years of the official football manager forums for Sports Interactive / Sega, a community around 4 times the size of this one and after 13 years still has more active users per day that you will see here in a month, my experience tells me otherwise

I think it's safe to say I'm a huge supporter of Cryptic - and my feedback threads are starting to disappear to those forums (though my proposed Ground Combat changes probably do go in the Ground Combat Forum).
Meanwhile, " Come on Cryptic.. STILL unfinished" and most Galaxy X threads are still active here.
That said, I'm going to have a Guinness and watch a movie.

you may think so but in actuality I don't see that it's any more difficult to manage when the majority is here as it is to split it up and give it to an individual or two to monitor.

This game has over promised and under delivered. Marketing has continually fired a shot gun at their own feet, the "alpha class" Galaxy X being the third major incident of unrest CAUSED by marketing being an example.
The CEO of Cryptic is a former minion of John Smedley. His apprentice you might say.

Those other forums have existed since beta - I moved many of my idea threads over here because of a lack of developer feedback at launch. That's changed, so I see it as less of an issue (especially if specific forums are being checked by their respective teams - i.e. PvP Gameplay feedback).
Now, if the team responsible for pushing Tribble updates to Holodeck would try not to push things too quickly, we might avoid the fiasco that all the rage before the Galaxy X/RAF threads showed up.

From the CS/Community perspective, they are 100% valid. We fight hard to justify their existence even when the question of "But is this good for PR?" comes up.

We could totally make a rule that said that posts that contained dissatisfaction were against policy, but we'd rather keep them and report on their content. We just need to do our best to keep everything organized, civil, and in the right place.
Our goal is to facilitate a discussion board that allows users to easily find the right place to give feedback about specific topics, and for devs to easily find the feedback for the specific elements that they are working on.

Your new community guy "Phoxe" has been doing some pretty unethical things since he has taken charge. And if it weren't for the fact that you can peg people for discussing moderation, I would give you details. But since he's seems to be desparate for a move to remove me from the forums, I won't discuss them.
Even with the critical voice I have, I generally aim to be constructive, and people will tell you that (except for those who have it out for me and haven't been on the forums long enough to know this), and yet still those posts are being moderated.
Needless to say, other people are aware of some of the inappropriate moderation and censorship that has been done. And no, I'm not even referring to certain threads perceived as "negative". You likely have no idea. Hypothetically speaking, I'm pretty sure YOU'D be discouraged with this companies practices if you received an infraction for vulgarity when in fact you were actually just quoting Craig Zinc verbatim. And thats not all buddy.
While YOU may be sincere in what you say GM_Destra... some of the practices of your moderation community give people pause in whether to trust your words or not.
