Today, I ran across an interesting bug that seemed really neat. A group of feds, about 3, spawned on top of one of the Klingon buildings. The kind with multiple levels. What was cool, was they were shooting down at mean and my Boffs.
Of course, I knew it was a bug but it still had a very cool feel to it. Cryptic, maybe you could make multilevel buildings for us to fight on or for the enemy to spawn on in the exploration missions. Might liven things up a bit.
Sheesh, I forgot this about this bug...I may've even forgot to report it. :P
It was a tad weirder for me; they spawned randomly like they usually do (the NPCs) on a map and the last group were on a very tall building. I could eventually target some when they would pop out in sight, but then they would duck back and I'd have to wait again. Rinse and repeat.
The only good thing is that they would, one by one it seems (since my BOs had a harder time shooting them) come to me by "falling" down, would suffer some fall damage and then mop them up. Again, rinse and repeat.
I guess some advantage could be taken with this. The "fight over rooftops" does seem like a nice idea for a map. I would worry about building placement, since some maps show that some buildings don't get placed well either.

This plus Spock Rocket boots = win.
Just set it so that using the rocket boots slows horizontal movement to a slow, walking pace and disables your shields (and perhaps increases damage taken) while in effect. Basically a Y-Axis sprint with a vulnerability debuff.
I'd also love to see grav boots that enhance or diminish gravity. Think the assassination scene in The Undiscovered Country.
Develop a mission map around that and then work that into exploration content. It would be great if, when visiting these deserted stations, we could go to ones where artificial gravity isn't working and fight floating enemies... Or disable gravity on some maps to reach the next room through a jeffries tube or relay access on the ceiling and then re-enable gravity to spawn the next enemy encounter.
It occured to me that this game is lacking city maps so far.
Also, even the indoor stuff could use multiple levels. (Deep Space Nine Fleet Action has a little of that). I am not sure whether they should add that before they put sleeping/living arrangements into their underground bases or after.

What's interesting to me is that urban maps are clearly doable. They're what Cryptic has the most background in and something they improved drastically in from CoH to CoV to Champions.
We've seen hints of this type of design in game with the Miral Paris mission, with DS9's eloquent construction, etc.
We should see more in S2 with Utopia Planetia, which is confirmed if nothing else as a location Klingons will have a PvE mission raiding.
The tools from Champions all exist here. I think it's just a matter of the art teams catching up.
It seems to me that the two most doable things in game right now are 20th century style human buildings (and it's not like there's no precedent for that in Trek; there are easily over 50 hours of the absolute best Trek set in that kind of setting) and Klingon cities. If the latter needs a bump, I'd suggest having Sto-Vo-Kor and/or Grethor as a Fleet Action or STF location to justify the design expense.
One beautiful thing is that there's a major Trek figure you can work in without likeness rights/publicity rights issues: Mogh.
Voyager gave us a glimpse of Grethor but it was a point dating back to at least DS9 that the writers wanted to have a physical gateway leading there and it was planned for a DS9 episode that had to be cut from the production cycle involving Worf and Martok encountering Mogh in Grethor.
How awesome would it be to fight Fek'lhyr? To have an STF, mission and/or fleet action rooted in the Klingon mythos? I'm not a big Klingon fan in the grand scheme of things and I'd eat that up. It's the sort of thing a game like this would be great for, that a TV show would have difficulty doing justice to.
