Two questions about skills

I've recently respeced into assault cruiser (Also changed a few other skills) and noticed my cruiser has 70/50 shield power, but my fleet escort has 67/50. Some skill must have increased my shield power because my escort's shield power was never that high at 50 shield power. Searched the internet, but I couldn't find anything on it.

So, here are my two questions: What player skills increase power levels and are there any player skills that increase EPS transfer rates (Not the EPS Power Transfer skill)?

Wish the skill descriptions would list everything it does, not just examples and vague descriptions.

    I'm guessing the Maintenance skills, but I'm not 100% sure.

    Section VII – Power Table

    This is a table of the actual power setting at different power levels. These settings were taken with Starship Warp Core Training. All skills are assumed to be at rank 9 except for the additional Performance list, which is at rank 7. This is to allow Admirals who are considering placing their 7 points into a Performance skill to consider the benefit. The list will go as follows:
    Actual Power Setting: Starship Warp Core Training Only/Starship Warp Core Training and Starship <System> Efficiency/Warp Core, Efficiency and Performance at rank 9/Warp Core, Efficiency, Performance at rank 7

    25: 32/40/50/49
    30: 36/44/54/52
    35: 41/47/57/55
    40: 44/50/60/59
    45: 49/54/64/62
    50: 53/57/67/66
    55: 57/61/71/69

    It's actually a much simpler answer.

    Escorts get a +10 weapon power bonus.

    Cruisers get a +3 power bonus to all subsystems. Ergo, you went from 67 shields in an unbonused ship (fleet escort) to 70 in a ship with a +3 power bonus to shields (assault cruiser).
