Not sure if this has been addressed yet (to lazy to search), but I'm finding myself grinding out exploration missions for the last 2 levels in every single rank (8-10) to reach the next promotion. I wouldn't imagine it being too difficult for Cryptic to add 2 more missions per rank (e.i. 2 for Lt Cmd, 2 for Cmd, 2 for Cpt, etc). This would go a long way in cutting the boring, useless, and non-story driven content and save me from having to grind out the last two levels.

You can't get to cap by doing Episodic Content alone (as there are only 1-2 missions per level).
However, DSE are an often overlooked means of leveling quickly - as is PvP.
Exploration is great to grind for the first two levels of any rank. This yields enough badges to get the green items of the highest Mk you can (lasting you the following 8 levels).
The current system seems to be designed so that you must run all the Episodes, all the Patrols, and at least 1 Exploration and 1 DSE cycle to get enough XP to advance. I generally do two Exploration cycles because of the Exploration Merits rather then the DSE. I'd also suggest that players actually return and see their Contacts in person occasionally, espeically when you get to Captain Kurkland, as the Contacts will sometimes have missions they won't give you over the radio
