Ive havent been playing the last couple months.. But im logged in and played a bit tonight.
It seams like ships fly way faster in combat, and even in sector space. It also seams like my torpedo's hit way harder. I dont recall them taking ships out with a single torp, even if it hit the hull. Seams a bit easier as well.
I did notice that there is a difculty meter, but i dont know how to access it.
Are my observations right? or am i just not rememebering correctly?
In case you missed it, there is some new content including "The Infected" and Season 1.1. The information is on the main page of startrekonline.com. Aside from that there has been alot of bugs and rubberbanding going on in this game. Not to mention that the servers haven't been to stable recently.
As far as I know (how I always do it), to change the difficulty just hit esc., and it's one of the options (top one I think).
They just released a nice sized patch last week.....exchange overhaul, difficulty levels, revamped the "aid the planet" missions. Klingons have more PvE type stuff than when you left probably. Though the bugs in game are many, I am actually very pleased with the game updates they have been doing. They seem like they are fairly big, fairly often (LotRO has bigger patches, but less frequently for instance, never seen a patch for SWG that matched the two I have seen here, etc.).
I can't say for certain, but with this last patch I noticed single hit torpedo kills too, bare in mind I have only played for a month, but don't believe I saw it during April. Don't know if it's only on normal difficulty or not.

Funny, I've never experienced any rubberbanding since the end of open beta; and for server stability - haven't seen a hard crash in nearly 3 weeks (fyi - scheduled maintainence doesn't mean 'server instability).
As for the dificulty slider, you can access it from either your mission journal, or the game options window; but be aware that if you change it - you will then have a chance to receive an 'injury' for being defeated on the ground; or 'Ship Damage' from blowing up in space.
In other words they added a 'Death Penalty system tied to the slider. They also reworked commodities missions (aka 'aid the planet'); and are allowing Klingons to do PvE Star Cluster Missions and the new 'Raid level' Soecial Task Forces. In July (with the Sreason 2 update, Klingons will have a full original 'storyline based' set of PvE missions; ship interiors will be expanded, and a couple of new sector blocks will be added).
