I really have no idea whats so special about them. I'm assuming they will have some special traits that other BOs cannot have. Its the same idea behind the Borg BO from the Amazon.com purchase.

It will be similar in looks to the hologram in the tutorial maybe? (not counting the shields it has since that is from a science kit)

Other than that, there is no way to know what its going to be like. I'm guessing its either going to come with generic traits already in the game or come with its own.
The fromer could be worthless or useful depending on how much credit you actually want to give Cryptic for being sensible.
I dont give them much due to the simple fact that if this thing comes out with custom traits, I want to see them fix the human leadership trait which has been broken from OB at least.

My money is on this one being tied to Captain Proton (Satan's Robot?), the Old West (a cowboy gunslinger ala Fistful of Datas), Sherlock Holmes, etc. given that, from what we know, it will be the same reward for both factions. I could maybe see it being a non-customizable holo-recreation of a specific Trek character (ie. Spock Hologram, seeing as how Nimoy did record Spock VOs and we've seen his likeness used in promo art and Spock symbolizes friendship for many Trek fans and is therefore appropriate for a RAF reward).
Perhaps its related to the sci photonic officer skill, perhaps by having a lower recharge time on its skills?
But on the flip-side being limited in what skills it can use?
I'm just guessing based on my first instant ideas for what I would create for STO if I was in the design dept. and asked to make a holographic officer.
I'd point out that we have one promo engineer and one promo science officer. I'd strongly suspect this one is tactical. Hence why I foresee a cowboy or Satan's Robot.
Plus, this is one they said would be available Klingon side so it's gotta be something that would be the same or almost the same between the two factions.

Don't forget the Emergency Command Hologram used on Voyager once. So in theory, the Emergency <insert profession here> Hologram could do anything.
