Specifically the universal 15 second cool down when you use a device that puts all devices on a 15 second cool down. I think the universal portion should be dropped or even eliminated. At least consider doing it for ground devices. There is no logicla reason I couldn't pop a hypo and then a shield charge back to back. Currently I have to wait 15 seconds and vs elite swordmasters 15 seconds can seem like an enternity. I don't want an easy button but I do think the 15 second universal cool down is to long. 5 seconds would be better if you must have one. Thanks.

I would rather they take boarding part and engineering team off the cooldown more than anything its pretty stupid that you use boarding party once only to find out you can heal anyone for awhile because they share the same cd rotation or w/e.

This is a good point... cooldowns for a crew "system" are odd. They should have a short global cooldown (they're using the teleporter, apparently) but science teams and engineering teams are different crew members!
That, and every crew transaction should temporarily lower the crew bar, right?
But devices are silly. You'd think that if ships are built to use batteries, they would have one per system, and the cooldown timer would signify the time it takes to change out batteries.
That, and they're not even terribly unbalancing. Speed batteries pale in comparison to evasive skill and maxed engine power, weapon batteries are nice, but not enough to go out of my way (they're one-shot each after all). Shield batteries are also inferior to skills- skills do MORE shields, and are usable again in seconds or minutes, versus 5 minutes for a shield battery. And aux might be kind of nice, but won't win a fight either (more mileage for science ships of course).
They're certainly STOs potions, and potion timers are necessary for balance. But having a 15-30 second global cooldown on batteries, and 2-3 minutes on specific batteries would make more sense, no?

The ground global cooldown isn't so bad. But i really fail to understand why the batteries need to on a 4 minute cooldown. 1 minute might be a little short, 2 minutes seems totally reasonable, but 3 or 4 minutes? i just don't see the need.
