When the last patch went live, the patchnotes specifically mentioned you would be more likely to get an Aid the Planet mission if you currently had the Needs of The Many mission.
They also included this:
We've increased the chances that you'll find more "Aid the Planet" missions in Star Clusters. It is still random and rare, but previously after completing one, there was a cooldown timer before you could get another one, and that timer has been reduced.
The emphasis is mine - while it's true on Tribble that I did receive an Aid The Planet mission before 1.1 went live, obviously that doesn't carry over to Holodeck.
Since 1.1, I have explored over 40 empty systems in Delta Volanis on Holodeck, with the Needs of the Many set at "Primary" and I have not seen another AtP mission. I also haven't seen one in B'tran either, yet.
Now, this got me thinking - people have said they haven't seen a Relief Effort mission in months, like myself, while other say they get streaks of them. Here's my thought; which is why I bolded the test above:
Is it possible when the "cooldown" for AtP missions was added, it was set on some characters mistakenly to a glitched value, like 20 months instead of 20 minutes, or whatever it is? Now, I have no way of knowing if people who DO get aid missions have been playing their characters as long as I have, but if I were a dev/QA, I'd look and see if this "cooldown" is glitched somehow - it must be on a per-character basis.

I was having a problem with them before the latest patch went live. I searched about 20 systems in Delta Volanis and never found one. When the new patch went live, I finally found one in Delta Volanis, but completing it didn't finish the needs of the many like it should have. Since then I've searched an additional 10 or 15 systems in another Star Cluster and have yet to find one there. It definitely seems there are still problems with the Relief Aid missions.
I've had it selected, and I haven't gotten a single aid quest.
I'm starting to take this personal.
I picked up that mission yesterday, went into Delta Volanis, checked 30+ systems, finished a few missions, skiped out on alot of them, and not one aid mission. If I take an alt to any other cluster without the needs of the many mission, I can find an aid mission within 5 systems, and still get the offering reward.
I do belive the Cluster may be bugged, but taking the mission is in no way a guarantee that you will get an aid mission, and most likely they will not even ask for the items that The guy gives you even if you do find one.
This is exactly the issue i'm having on my tactical. I used to get relief missions, got one when Needs of the Many sent me to Delta Volanis but the mission failed to update on completion. Since then - after dozens of tries - no aid the planet at all.
My science captain had no problems completing it whatsoever.
Have you guys tried doing a force verify to ensure your files are up-to-date comepletely?
Edited: There are missions in B'Tran but their timer must be far longer.
You'll have to go to the lower tiers as you were instructed during the mission briefings.
Well.... if you go to DS9 and do the quest there.... the commodities broker tells you there are Aid the Planet missions in B'TRAN and lists what is needed.
I've done aid missions in B'Tran on test and on live server.
additionally, unlike OP i didn't have to do the 'needs of the many' missions on either RA, however on a new toon i'm currently leveling up its told me to go there - delta cluster. given another person's comments it sounds like it may be bugged, but i'll try tonight and see what happens.
- On Friday, I ran a Lt 8 Character, and got a hit on the 5th Mission
- On Saturday, I ran a Cmdr 2 for 3 hours with no hits
- Then I tried a Lt. 10 Character, and got a hit on the 5th mission.
- Then a tried a Lt. Cmdr 1 (with no exploration experience) and got a hit on the first try!!!
- Then back to my Cmdr 2 for another 2 hours with no hits
For that matter, I don't recall ever getting a 'Aid the Planet' mission from that Cmdr character for the past two months, and there were rumors floating around this Forum that 'Commodity' mission had been disabled due to bugs... Could this be related to the issues were seeing now???Yep, I looked for an hour last night and could not find any. I zoomed in and if it wasn't an "Aid the Planet Mission" I warped out.

I remembered doing the same mission on my LtC9 and had no problems, so I thought maybe it was because I didn't have the mission to explore three systems, so I picked that up and went to try again.
Haven't had an "Aid the Planet" mission since then, despite flying around there for hours on Saturday and again today.
But again, no real data to back that up. Wonder if anybody else has noticed this?
I'm curious about this as well? Could it actually be related to the ship we have? Under the cruiser description I read during Open Beta, they were ideal for helping colonits, transport supplies, etc. As a science lt. cmdr, I got more of these than when I used my escort on the same cmdr.
I tried clearing all missions from my list and revisiting all the clusters in the hopes it might be a stuck "flag" as postulated by dstahl in post #23 of this thread:

Could it be that the frequency of the "Aid the Planet" missions is set really low, and those who have gotten one have been EXTREMLY lucky?
Two of them were "back-to-back"
I find it hard to believe that folks are actually trying if they have not seen one...
Have you noticed that when doing exploration missions, they are assigned randomly?
Sometimes you will get several ground missions in a row, sometimes two space missions and a "find the base" mission. If you only do the three required initially, there may be a possibility of not seeing any aid missions.
I'm not calling the OP or anyone else a liar, my personal experience just seem counter to what you are saying, though.
Also, I believe the "aid the planet" missions do not spawn as often if you play exploration missions beneath your level. So, if that is the case for you, try playing content that is "your level" and see if that helps.
