Ok so after the patch I took NOTM and went in search of a planet in need of aid (having taken with me relevent commodities for the ares) I found one and delivered medical supplies but my mission did not progress/complete so I started looking for another planet...
3 days later and I still haven't found one - but luck was on my side, I bumped into a GM at sol and sent him a message about it, after a chat he managed to fix the mission for me and complete it.
I asked him about the cooldown timer mentioned in the patch notes and whilst he was aware of it, he didn't know the details (i.e. how long it takes and if it is global or personal)
anyway - I said to him that there were lots of people tearing their hair out about it, so he told me to tell you allto submit a bug report, they will look at the issue but need bug reports to know where to look.
Strange, I join the Aid the Planet mission, buy the stuff from the replicator and leave again. Don't see a problem. The problem comes when you actually start searching for the stuff. Sometimes you don't get enough to complete the mission.
Got the quest yesterday on a Cdr character (toon had been sitting a while) ..I searched Delta Volanis for over two hours yesterday ...checked almost 40 instances ..and never came across a single aid mission.

Never thought about doing it together with an explore mission? That way you kill two Klingons with one stone :P
