It's a huge pain in the backside to get a Aid mission to pop, I've had 0 zero playing normally on my Lt C and I still haven't managed to spawn one after an hour of actually looking.
You need to to force an aid mission, so people can realistically do this quest quick and easy (it is only supposed to be a tutorial after all).
I have a few suggestions on ways to do it.
1.Make it so having The Needs of The Many active forces the next Unknown system you activate into an aid mission.
2. Stick a permanent unique named exploration point in the middle of the Delta Volains that is only usable for this quest and is always an Aid mission.
3. Make it so after taking the quest when you enter the Delta Volains you automatically get a message that will take you into an Aid mission system (just like when you take an AId mission and leave, when you re-enter Delta Volains you get a message to auto back into the system without searching for it).
I agree. Very annoying. After 18 explore systems attempts these are what I got;
13 Approach planet missions
3 Approach base missions
1 Investigate ships mission
1 Aid the planet mission. (finally able to complete the Needs of the Many)
One would think that since you have "fixed" the commodities missions, that you would want players to try them now, at least do them a few times to see if the "fix" works. Hard to check that if you can't even get any aid the planet missions. You should have changed the random generator to favor aid the planet, at least in the near term so people can try them out.

1- First up, just to address this specifically, dstahl's mentioned it's already in the works. As part of the upcoming diplomacy stuff they plan. The Federation Diplomatic Corps. Part of it will be the ability to spawn specific missions, including aid the planet missions.
2- I am entertained by this complaint due to how much of a 180 it is from people hating on these missions to people wanting them.
3- If you get them less than 5% of the time then your data matches up with data collected in the past month by people who do take the missions and take note of them.
