"Local Star Trek fans will attempt to boldly go where no man has gone before by breaking a world record for the largest gathering of people dressed as Star Trek characters.
The USS Shooting Star chapter of Starfleet hopes to break the Guinness World Record during Vulcan Events' Star Trek convention Friday through Sunday in Tampa.

If anyone has been to San Diego ComicCon or DragonCon in Atlanta, then they'd have seen costumed Trekkies in the hundreds, and usually all in the same meeting hall. Starcon Denver had had 700 in one room before, and some of the LA Trek Cons number in the thousands.
I'm sure there have been many gatherings where there were more than 99 people dressed in Star Trek garb. Guinness not being there doesn't mean it didn't happen. Some world records aren't worth the paper they are written on.

The difference is they all have to be different characters from the show in order to count for the record...
So 99 = 99 different characters from all the series...
