That because the cure is so bad that nobody want to do it any more after they have tried it.
The cure like infected is all about getting shields down, not the fighting, thats why players give up on the STF's in this game. That what they players are saying, and i agree.

I have a Channel designed *just for* People searching for team mates. No matter how much I advertised for the channel both in game and on these forums, very few people were interested. So I gave up when I realized people were not interested in teams.

40 minutes? As a klingon, I have been waiting over a month to do ANY STF's

I'm likely paraphrasing slightly, but Gozer (the fellow that led the design of the current three STF missions) has said that they were made for a group of friends that played together and sought a challenge, not for PUGs. So, the "better way" is likely via a Fleet, or those folks you like to play with often. Sure, there are loads of people in the sector trying (and succeeding) in PUGs, me included, but I sorta see the wait as the price you pay for doing things against design. Besides, from my experience, the wait for a PUG in STO is not much different from any other MMO.
