I am looking for some specifics on Target shields. STO wiki does not list any information that I can find. I would like to know exactly what skills boost its effectiveness and primarily how a science ship can drop my shields without fail every shot. I am running a cruiser that has 125 weapon and 72 shield power. Science ships can only get rank 2 I assume. Last night I lumbered into the fight with pre healing on and popped rsp2 just before the first beam hit me. I instantly had 0 shields and was killed in about 2 seconds. I re-spawn and about 3 seconds later a fed science ship spawns behind me , first shot boom no shields I'm dead in about 4 seconds . I had time to pop an eng team2 and a haz2 but diddnt help. I finally re-spawn and get back to the fight and the very first shot that hits me .. POP 0 shields. When I have tested using ts2 I have NEVER had this kind of success. What is it that they are doing to have it disable 72 power instantly 1 shot? I can drop my weapon power and boost my shield power to over 80/85, I can remove an eng team and use Emergency power shields, this might help.
You are most likely confusing up to 3 different effects that are all working against you.
Target Shields does not instantly drop shield power - it takes a few seconds for the power to drain out. You can see your current shield power by watching the subsystem power meter. If power is drained to 0, the shields will turn off and stay off until shield power is raised above 0 - the drain effect lasts a very long time, so if you can't raise your shields back above 0, expect them to stay down almost indefinitely.
On application, Target Shields CAN proc a single shield facing drop instantly. The proc chance is 30% on rank 2, I believe. Only one of your four shield facings will drop when this happens, and it will stay down for about 5 seconds.
Phasers can also proc a shield subsystem offline effect 2.5% of the time. If you see all four facings go down with shield subsystem power still above 0, this is the most likely explanation.
The most likely "shields down instantly and forever" combination is that you got hit by the single-facing proc effect (which takes the relevant shield down immediately) and then your shield subsystem drained to 0 by the time the TSS proc ended, preventing them from coming back up.
There's also the possibility of a bug, but good luck tracking that one down.

Nothing...because it's not possible. TSS II can drain for - 60 fully spec'd. TSS III can drain for - 100 fairly easily but that'll be coming from Escorts only. If teams stack a TSS I and II...or II and III...or other combination then values are cumulative as are the chances of receiving the shield facing proc effect which completely drops a shield facing. But that takes more than one hit so the - 72 one shot would only come from TSS III on an Escort and typically with TSS III the drain is far greater than just - 72.
it won't be instantly, but the more EPS regulators you have the quicker it will drain. Ya, figured that one out by chance (EPS regulators affect flow both ways, which is why you go to 5 power faster when you full impulse with a regulator).
if your stacking regulators it can certainly seem like an instant drain because the hit is fairly easy to miss and you won't notice it until its too late unless an ally tells you.
Thanks faith , I agree that it is possible I just missed the drain due to my EPS stacking. Doesn't answer how I went from 72 to 0 though in under 3 seconds. (Fast Siphon + TSS2 maybe?) It doesn't start at -60...it starts at -35 drain. You have to add skill points to specific categories, outfit the proper deflector array, and stack certain consoles to get the maximum drain rate for TSS II of -60.

My fed sci ship is setup as a vampire. I run target shields II, Power Sip III, and 6 blue polaron beam arrays. I have also used the extra points from torp wep of any kind into sensors/emitters. With photonic officer II x 2 I can run Power Sip III and TSS II as often as the global cool down allows. Power Sip is pretty weak but if the beams hit there's another -25 and the TSS adds again.
[EDIT- The cool down on the sip makes a constant blue stream when I'm in a dog fight photonic officer is a powerful tool]
[Edit - Also on mention of the sci point spend... leaving all points out of torps has alowed me to spend heavy in deflectors/emiters/and sensors I havn't missed the torp damage as often times guys sheilds fall down ]
3 Times in a row is very lucky... but not impossible. If the beams proc with a TSS... and siphon is running I have seen plenty of klinks either stop dead... or have there shields drop . On a few lucky kills both all at once. Its hard to tell how often the beams proc... I assume when a target has all their shields drop that's what has happened.
Not sure what the best defense is probably having a shield or engine battery ready is a good option. I have only ran into one other guy I noticed doing something simmer to my vamp technique so the long batt cool down may not be a big deal.
As always I die a lot more when I'm up against a pack... I guess that's always the best strategy, I gave up lots of support ability for the 2 photonics.

Power Siphen III... I notice today with the update it only does a wonderful -15 power... I don't mind the photonic officer change. It dosn't dorp the cool downs as hard but it lasts 60 seconds now. I dropped one and freed up a BO slot nice.
I got level 3 off the exchange... I think level 1 and 2 are trainable in station.
Power Siphen isn't used alot I don't think people think -15 power is worth the level 3 power... but with polaron and TSS II you are doing major damage to power levels.

(By the way, I can achieve a total drain of -72 with TSS2 and energy siphon 1, using non-grandfathered consoles, I get -63 on the TSS2 itself(on a star cruiser))
Thanks for the clarification. I found a TSS3 BO and im trying to decide if I should use it or sell it. They are worth a ridiculous amount right now ... but who needs credits ?
