Apologies if this topic has already been debated, my searches did not come up with it.
I would like to suggest the option of fleets having a planet- or space-based base to operate from.
For realism maybe even make the fleet inventory only accessible through there, and some kind of visible dock where all the member ships of (online) players are visible, and some graphic form of a fleet roster and what not

Rather than a whole base, which may be difficult and take much longer, how about a suite in one of the star base state rooms?
This could work like player housing (does or did) in LOTRO. When you apporach the elevator, you select the fleet room you wish to visit. We could even visit other fleets thsi way as well. Everything within the room could be managed from the fleet administrator's screen.
Could even go as far as having like a homeplanet or system... its all a matter of server space technically anyways... You need a seperate instance of some kind for either solution I think.
In Guild Wars, guilds could purchase a hall then save up for services to purchase for their halls, like the clothier, personell, shipyard etc. STO could do something similar but rather then replaces the common starbase services add something unique for fleets, and something thats not easily obtainable of course, maybe through a (series of) special missions or unlocks rather then massive amounts of credits...
I like this.. maybe someplace where ships owned by fleet officers are on display (docked) when they aren't logged on. Would have to be heavily instanced though. Maybe cryptic could look at monthly tiers for Fleet star bases. Something on the microexchange level, we can get through the c-store. 100 C-points per docking slot, per month.. minimum of five (minimum fleet), and you must buy a slot for everyone in your fleet, give a week or so grace period for new fleet members to be paid for. Of course the question is are C-points transferable? I haven't done much with them so I don't have a clue, but if they are, the Fleet lead could collect the dues and forward the tier. Would help keep fleet sizes manageable, what team would want to keep paying tier for someone who hasn't logged on in a year.
I think we all hope it's coming, but I also don't think we should expect it any time soon.
If the devs want to add content add all of them .
Fleet star bases that your fleet has to build. These bases should be attacked by npc's at a time and date set by the fleet. The base should have diffrent stations maned by the fleet members and there ships to defend. There should also be advanced crafting at these bases. Have space docks at them that allow the fleet to upgrade ships with the new equipment.
Fleet ships built by the fleet in a space dock at a npc station or fleet station. This ship should be slower with massive fire power and sheilds, with the diffrent stations maned by the fleet members. This ship can be used to defend fleet star base, used in fleet actions, and useed in Open pvp grounds.
Finally they should add fleet rooms at npc star bases with minimal fetures just for fleets that want a guild hall and not spend all the time on building stuff.
To build all of this they should add the mats for building in areas like the data gathering for all factions. This should keep people playing for a while.
And i am certainly for the whole bunch...but i can imagina they cannot do it all at once too... but maybe over time add it all.
I think Cryptic has a lot of work cut out ofr them ^^
I hope so too, but that doesn't mean we shouldn't discuss it and try to hammer out ideas to smooth the way for the best possible system.
Also, anyone that even remotely likes this idea should add in your two cents worth or bump any thread calling for a starbase so it stays in the forefront on Cryptic's agenda. It's the squeaky starbase that gets the grease and only by making some noise will it ever go from "interesting concept" to the Engineering Report.
Fleet-owned starbase with content to make it worthwhile.
Also, developers have stated they want to do Starbases but it's low on the priority queue until after Season 2 or 3.

However, the community has gotten together over a few issues and hashed out differences to make a sum that pleases more people than its parts (i.e. the Explore the System Proposals were a labor of love for anyone who participated in those discussions - I'm sure it caused some pause for thought over at Cryptic).

With a flagship you could each have quarters to customize as you wish along with having conference rooms for discussions and whatever else starships had to offer throughout the series.
I think the best part would be able to schedule combat with other fleet flagships using a ship manned by your fleet in the traditional star trek way.
All the mechanics to make this happen are currently in the game and used on ground missions.
Those familiar flashing consoles from ground missions could represent individual skills and players would need to interact with them to make the skill available to the captain for use in combat. Make the interact time a typical CD and if the player assigned to it is slacking the CD becomes longer.
Also if enemy boarding parties kill a player then the teammates would have to work more than one console and CDs would go up.
Players not assigned to consoles can patrol the ship for boarding parties, repairs or to rez down teammates.
It would be a fleet working together completely and relying on one another to succeed.
All it would take is to merge a space and ground instance into one. The captain plays as normal in space mode and the crew does everything else in ground mode.
