I'm at RA 4, half way to 5. After I hit RA 1 I stopped trying to level and just went about looking at what I can do as an RA. I got to 4 by accident you might say.

Orionis whatever it is, the transwarp takes you to the borg cube farm and a place to get exploration badges or something. 5 a day from dailies.
You could try Fed farming... err.. PvP. You will see what I mean when you get there.

Make a Kilnk. No, its not much different. Less space. Takes less time to level.

I cant imagine this is what the Devs or Cryptic were looking for. I can only hope they are trying to remedy thier game. Its actually only alive at this stage because it is called Star Trek and that capital alone is carrying it. They are in my opinion honor bound to do right by that name and make this game at least competetive. Alot is good. There is a foundation but they have a big hill to climb to make this game legacy material that can compare to Star Trek legacy.

If you hit RA5 and have nothing to do, you could search the forums for topics named "I'm RA5, what do I do?"

All you can do is find things to do until the level cap is raised to RA10 later this year. You'll have the same problem when your character hits RA10. Ultimately every MMO has a level cap. At that point you are always left with doing raids to get better gear, doing PvP, or making new characters. That's just the way MMOs work.

At RA5 you need to visit Admiral Quinn. Resign your starfleet comission. Hop on an Orion freighter, make your way to the Badlands, meet back up with Jake Riker and join the Maquis.

You can also join one of the many small Fleet Organizations and become a 'Leader', helping other players advance, and promote fleet activities in general...

There is a lot to do if your into running the new harder Elite mode. The healing kits seem to be drop only. Were you can just spend money at a starbase. In combat you will need the kits. Your going to need a good stockpile of them to do a instance and for sure a doctor. I plain to only run on Elite mode from now.
