As we all saw in the most recent official poll here http://forums.startrekonline.com/showthread.php?t=151987 functionality won out as the feature of ship interiors desired by the majority of the people who voted in the poll.
The only problem that I see with this is that functionality is merely a single word, a general concept that could have many different meanings. So we - the players and paying customers - should take it upon ourselves to ensure that Cryptic knows exactly what we want when we say functionality. Right now. Before Cryptic is too far along in the design process to make any substantial changes, and before they're too entrenched in their own ideas to resist our suggestions.
Besides, if you don't take this opportunity to give them a clear idea of what you want, the Player Advisory Council most certainly will.
So, what do you mean when you say functionality for ship interiors?
1) Navigating from your bridge.
2) Using workstations to craft (instead of having to go to Memory Alpha).
3) Using workstations to access in-game functions - Exchange, mail, buying equipment, BOs, training BOs, altering your uniform.
4) Using workstations to play interactive games. Possibly with small short-term buffs to your ship for high scores.
5) Decorate and personalize the interior.
6) All of the above.
7) Other - Please explain in detail.

Though the minigames would be my least favorite feature of those choices.
With the need for commodities for repairs, I'd be all for having repair minigames where you could repair non-critical damage, possibly enhance systems, or craft in general.
Personally I don't craft a thing at memory alpha nothing ever seemed worth it.
more importantly a holodeck
One thing I liked about SWG was the ability to move about in the ships and even decorate them to make them more personalized and have people aboard

I'll edit the OP with this information.
But if they ever make crafting a useful thing to do in the game, then #2 would become my first choice, simply because traveling to Memory Alpha can be very inconvenient.
