As hard as I try, I just can't notice a difference when using DEM. It's no more than normal bleedthrough. I know this skill has the potential to draw a lot of complaints from shield-oriented players but c'mon at least make it worth getting. It doesn't have to be super powerful. I'm a BoP that uses a Lt. Cmdr engineer but I imagine DEM would be even more valuable for tactical dps cruisers due to their engineering slots and the limited availability of offensive engineering skills.

The skill can be reasonably devastating when used in a premade situation coupled with anti-proton weapons. I've had myself shot down while under the effect of RSP and at 60% hull. By the time RSP ended I had been forced to use all my heals on myself and was at 30% health or so, which meant I died soon after the RSP ended.
But yes, other than that specific situation, the skill seems rather lackluster.
Gotta agree with you here. DEM is useless. Did some field testing with it, and noticed no improvement in bleedthrough damage at all.
As a cruiser captain, I can't justify ever using it to replace any other ability I have. But I guess that's true for most of the engineering skills.
For instance, you would think Aux power to the structural integrity field would be a very effective skill, hell, just look at the name. But it actually healed for less than an engineering team, and wasn't much better on resistance buff, and that's with max aux. You would think any skill that requires you to divert power to aux, would be very effective, right up there with Extend shields, but it's not.
why bother making it any different? after all bts will drop the shields, sub will remove any buff, and it not as if sci captains are rare breed, this skill is pointless now
Engineers' skills are somehwat split into must-haves and forget-about-it, much like Science. Cryptic should make all skills viable so we have more variety.
Yes It would be nice if more of the Eng skills were worth useing. Something like Auxiliary power to structural integrity field and Auxiliary power to Dampeners should really do alot. I mean, you hear those words in ALOT in the shows.

its best use is the +shield power, which adds more regen and fights against tss.
