So is the "missing shield" bug a display bug (power level on UI displays >0, but is actually still debuffed to 0) or a bug in the shields themselves?
This thread is not about the legitimacy of stacking BTSS. I just want to know whether my UI is lying, or my shields are broken... and if so, if there's some kind of fix other than praying they magically right themselves.

Looks like a power setting cosmetic bug.
The shields did come back at the 16 second mark in both your STATS page and visually on your ship HUD.
Both your shields indicator and player screen tooltip indicated your shields were down, while power level indicator said they were up.
Occam's Razor says that the power level indicator is lying, so hopefully Cryptic figures out why.
Speculating here, I wonder if it might be a client-server bug similar to the one where hitting HYT sometimes sets the ability cooldown without actually appearing to buff your torpedoes. In this case, either the application or expiration of the Target Shields debuff could be out of sync between the client and server.
Suppose I got hit with Target Shields and it registered on the server but not my client. If the UI power level indicator is done client-side but actual HP is done server-side to prevent cheating, then my client would see shield power above 0, but at the same time, my shields would be down because the server knows my REAL power is debuffed.
Feasible?
