I'm trying to create a good BO setup for my eng. piloting an assault cruiser for pvp. I was hoping I could get some suggestions on my eng. BO loadout (I'm pretty happy with my sci. and tact officers atm)

My question is about my lack of EptS. Should I consider dropping EptW I for EptS I? Or should I get rid of one of my copies of RSP for EptS? Maybe drop RSP II for EptS III?
RPSII is more viable in Emgergency Power to Shields 3, even with the proposed PvP abilities changes.
And instead of Emergency Power to Weapons 1, go with Emergency Power to Engines 1. Because Engineering EPS ability or a simple EPS Flow Regulator will power up your weapons faster. Not only that EptEngines can be used at Full Impulse, giving you a slight boost, or getting you away from exploding ships.
I personally would try to squeeze in one more Extend shields, it's one of the best team defense buffs in the game. Unless you plan on going solo. I've also noticed that Extend Shields 2 has always been more than enough. So that would free up your commander spot for something else.
I agree with the other guys though, RSP 1 is better than EPtS 3. It's sad but true. Of course, if the new changes take effect, every skill will have to be reevaluated.
I can only fit 2 RSPs and 2 extend shields on my cruiser. Since I'm a tac officer, I don't have access to the best commander level skills (mine is aceton field 3). If I could fit 3 rsps, I would. Each one provides 15 seconds (or was it 13?) of virtual immunity to damage. At tier 5, an escort/raptor can take you out in less than 10 seconds. I've not found any other ability that works half as good.

I've found more than two RSP rather frivolous as it sacrifices too much team support capability for personal survivability(people generally stop shooting at me if they cant kill me in the first 30 seconds anyway), and if the abilities are getting changed soon, well, at least I'm used to flying this kind of a setup so any nerf wouldnt really hit me significantly. Usually I don't even have to use but one RSP in a given fight.
Really, if you need 45 seconds worth of RSP the fight is probably lost already anyway. Two copies is sufficient for almost any purpose, and because of the way it works only rank 1 should be used to free up higher level BOff slots for other things.
Engineering Team 3 is extremely good. EP:S3 is not quite as good, but will be a lot better post-patch. It also has the fringe benefit of soft-countering Tykens, TSS, and other power drains.

Many Cruiser Captains go with 2 or 3 RPSs (I do). But given how its one of the abilities focused for nerfing, that might soon change.
(Cryptic isn't aware how RPS is needed for missions like Infected, try pulling the gate group without RSP).
