Please - no off-topic b.s. about skills, OP this or that, or other assorted TRIBBLE. There are plenty of other threads for that.
List out the person, group, fleet that caught your attention for good sportsmanship and game-play. If you believe neither exists, please go find your own thread to cry in. Plenty of them for that.

Miranda -- Again - love to get 1 on 1s set up. Think Miranda leveled to RA, so will have to wait 'til I get there soon.

Federation side:
The problem with Feds is I don't see the same people as often as I do other Klingons. There are good Feds all over the place but nothing consistent.
I can't think of any good cruiser or science vessel captains, sadly. There are good ones but none of them specifically stand out except one of them and I'm not sure of the name - I think it was Kayla. There was also one Tac captain in an assault cruiser that would vaporize me instantly but I also can't remember the name.
There are several good escorts and I remember a couple names but I wouldn't do the rest credit if I didn't mention them in the list. They probably know who they are anyway - if I get repeatedly owned by someone I'll let them know with something like "Ok no more fights with so-and-so. I'm running from them now. I actually want to have a chance against someone."
A few things - 95% of STO players are REALLY bad at PvP.
Most of them offer horrible advice in Earth Spacedock and are RPing PvEr's without a clue in the world on how to spec, solo, or group in PvP.
That being said the 5% that do well in PvP should definitely be mentioned.
You will find the most competent PvPers trolling the OrganizedPvP and PremadePvp channels.
Minimax's Klingon groups are always great fun. They are very potent individual players too.
Khreed's D.O.B. team always has a very good group with great coordination and teamwork.
Surgery (although he tends to rely on cookie cutter Sci spam) does his role well. One thing about Surgery is he is just as effective on the ground as he is in space.
Thirteen is a very good ground PvP player.
Sly is similar to surgery but on the ground aspect only. I hesitate to mention an Engineer on the ground in PvP being good because of the "hands-off" / "PvE" factor with their deployable kits.
You also have a handful of teams that PvP often (but get beat by pugs with better PvPers on it) that could work their way up in the ranks and become very potent.
Samson is a good space healer and is very effective on the ground.
Blackjack and Faithborn I have always found to be decent in space.
Santa Claws and Mesome are decent players.
Section 31's favorite pugger Corbin (Stonewall Fleet) is a very good player in both Space and Ground PVP.
I tend to look for players and fleets that shy away from the conventional "I WIN" Sci spam makeups and put together good solid healing / targeting groups. 1 or 2 Sci Captains is ok though.
I am sure everyone will be looking forward to the Tribble changes with the "big three" going live soon.

Sins...I've never seen anybody tie up 4 or 5 people trying to kill him like he does. On capture and hold maps, you're better off ignoring him and going somewhere else.
Spork...All around good damage and healing in a star cruiser.
They need to make a worse player list, lol. Honestly, saw a guy in an escort today who jumped a good 20 klicks ahead of the team to try and solo the entire enemy team. He didn't even try to turn around and rejoin us.

I don't know the percentage, but I generally agree with Ninjaboy's observation. Most PvPers don't seem to know how to make good situational decisions. I think too often people measure PvP skill by damage or heals, when in truth both are a result from good situational awareness and action.
The best all-around PvPer in STO right now is Surgury, and it ain't really close. Surgury is very competitive with the best in Space PvP, and he is the best ground PvPer in the game. When no one excellent at ground is as good at space PvP as Surguey, and no one excellent at space PvP is as good at ground PvP as Surgury, that makes him the best by definition.
The best space PvPers klingon are Wrath, Mesome, Shrike'Tzu, Blackjack, and Santa Claws.
The only name I remember Fed who is an outstanding individual PvPer is Faithborn, but I've never met a single DOB or Section 31 fleet member who wasn't excellent. When in groups, both fleets are just fantastic.

Gotta add Desync to this list. He just bumped Xavier Cross off of the top spot for the person who's killed me fastest. I don't know what he's packing, but I was dead in 3 or 4 seconds, and that's in a cruiser. Didn't even have time to hit RSP.
Of course, DOB. Had the pleasure of playing them twice in FvF today. 15-0 both times. The ole target shields, plus VM, and subnuc. If you managed to get your shields back up with a battery, they'd just target them again or use VM subnuc, then nothing will get them up.
I try not to bs too much. It's bad for the skin ^^
And yeah that was me, with my newly aquired Norse naming fixation. Using the advanced more atm.

Oida was one I've seen before, nasty DPS, and a good player, I sucker punched them the first time (beta/engine ambush) but they made sure I suffered for it lol.

I have been fooling around with a carrier lately though in PUGs so haven't seen any really impressive feds, but I will agree with Oida. I haven't seen him in a few weeks but each time I encountered him it has been memorable. Also props to DOB for making my team mates ragequit the few times I have encountered them.
I will agree with all your choices here including yourself. Wrath, Mesome, Santa Claws, Rattlesnake, and Yrrd I have PUG'd with and it makes playing a support cruiser or carrier easier.
