I will not attempt to hide the fact that I play primarily klingon Tactical Officer in a BoP with the very best gear I can get my dirty big hands on. So, when I made my toon as a Fed I would not login for extended periods playing it. So, from what I have gathered in doing PvP as a klink in T5 and then as a fed ill get to below.

Klink T5 post Season 1:
Cannons = Powerful, but reasonably balanced when the alpha strike buffings done. While blowing every cooldown and using DHCs with RF3 and HY3 is overkill, the inbetween recycling of the buffs gives it some balance, but it is still very strong. As a fed get used to it because your escorts do it to us, if you dont want to get used to it come play a klink I guess.

fed T2 and T3 post Season 1:
In the Lt. Commander ranks the cannons are balanced well. In Commander ranks I noticed it is massively out of proportions. In PvP with commander blue colored covarient shields (those are the ones with the most shielding) and also with 20% disruptor resists, I am getting smoked within a second of noticing the incoming fire. I am a veteran to PvP by now, and this is just stupid amounts of damage being thrown out by the cannons at this level. I can see why feds are in such an uproar now, and if this is to continue I can see why feds arent PvPing. It is just not fun to die from just a volly of cannons, and I dont mean sustained volly fire, I mean a single tap of the spacebar kind of volly. I am in the Commander cruiser with commander gear I passed over from my main toon whose a klink. So, in all I have spent roughly 600,000 credits towards gearing up my feddy, not to mention the loot I already had just waiting for it.

So, at the end of the day this is how I think it is:
T1 PvP = Balaned since most people in the bracket are newbs
T2 PvP = Feds have the advantage, but its not a big one
T3 PvP = Klinks (or more accurately put, those using DHC) have the advantage
T4 PvP = No T4 PvP post Season 1 release experience (post season 1 klinks by far)
T5 PvP = Klinks for the most part, but comes down to whoever can dish out more damage than the other side (usually by those using real tactics or DHCs)

If anyone wants to question me about why I think this, I think its fairly obvious. PvP is what drives klinks not feds. So, throw the feds a bone in the survivability department at the T3 commander bracket by getting a nerfbat out on those DHCs all the klinks are using. I love PvP, but this is just dumb how T3 commander cannons work. The rest of the tiers (T4 cant speak on post S1 though) are within reasonable levels, maybe a slight tweak in T5 is needed though.

    T1 PVP = Dead. Because on the fed side, all it takes is the tutorial and a series of sector patrols to get to T2. On the klingon side you start out at level 6 and can get to T2 fast even just doing the low XP and still bugged PVE missions.

    T2 PVP = Barely a pulse, since most feds are captivated by the amazing story arc missions this tier has. It's the klingons and the people with alt-itis on the fed side keeping this going.

    T3 PVP = About to undergo some serious changes if you follow the Tribble forums.

    T4 PVP = Same as T3.

    T5 PVP = About to be th most heavily nerfed aspect of gameplay in STO's short history. Because all of the changes to power settings, science skills, buff stacking, escort DPS, and cannons that the devs are talking about will affect this tier the most.

    Those are my thoughts anyways.

    My bet is after the nerf bat it wont be worth playing at all. All the changes will bring about unexpected problems as always one way or the other. Pvp is all that keeps me here at this point.
