Stutter and lag

I have been running this game on an older computer, AMD Athalon 64 1.8 ghz processor with 2.5 g of ram and an older Nvidia GeForce 6600. I am aware that this does not meet the minimum requirements, so please dont respond with an upgrade your Video card post.

Here is My issue. I ran this game perfectly fine with mid-low settings, for quite some time. Well I was running out of hard drive space and decided to upgrade, so I upgraded to a 500 gb hard drive, and upgraded from Win XP to Win 7. I play other MMO's and 3d games none of them were affected by the switch, however in STO Now in both space and ground I get stutters in speech. It's alot worse in combat but occasionally happens out of combat as well.

I thought, like alot of people that it was a video card related error. So i Adjusted my settings I went all the way down to bare minimum at half resolution, and it had absolutely no affect what so ever on the stuttering, if anything it seemed to get worse. I dont know that its a graphical setting problem, so I searched the forum.

I saw that alot of people were having trouble with Nvidia brand cards giving stuttering issues. the solution that worked for alot of people was to roll back to the 190.62 drivers. So i did that. Now I log in and the game is near unplayable, peices of my hud vanish and spots of the game display randomly disappear and the game softlocks for 30- 40 seconds at a time.

So what I want to know would be is there win 7 specific issues? what version of the drivers for Nvidia is optimal and what other suggestions can I do to modify my existing hardware to get the game running the way it was before I upgraded OS?

(preferably short of installing XP again, I would hate to have wasted the money when every other program works fine except STO, but I really dont want to give up STO either.

    in case anyone wondered, this was definately a windows 7 issue. After 12 hours of straight troubleshooting trying drivers reinstalling sound and motherboard driver checking my video card temp, and hundreds of in game and direct nvidia control panel modifications I gave up and switched back to XP. game runs perfectly smooth again.

    go figure.
