    Stuipd award of the day!

Well I guess that you need to realise that cruzers are not as agile and geard up as smaller ships in the same calss. Instead they have more power available and a larger crew for repair.

    Go for Dual Beams

And invest in Sensors and Sensor Array + get a decent deflecter dish with sensor bonuses

This post is so full of fail I don't even know where to start. Don't invest in sensors as a Cruiser pilot; you have too many other things to spend skill points on. Mount at most one dual beam bank, especially if you're flying a Fed cruiser.

OP, I am not aware of anything that is different between cannons and beams in terms of miss rate. I do know that the speed of your target matters; faster moving ships are harder to hit, and that distinction has been significantly increased as of the patch. I would also observe that Cannons fire more distinct projectiles than Beams, so it's reasonable to suppose that some of what you're seeing is just perception and you're not missing any more as a percentage of shots fired now than you were before.

But most likely it's not that you've changed your weapons, it's that the patch actually changed how this works.

All weapons have base accuracy of 95%, however most beams come with accuracy modifier instead crit, so they are mostly more accurate weapons. Accuracy is compared agains defence of your enemy. If he has high defence, you will simply miss more. There may be some range checks also.
