3 New Space Skills from Common Ground

With the Common Ground introduced 3 new Space Skills:

a) New Skill: Starship Attack Vectors – Improve your ship’s accuracy and critical hit chance.
b) New Skill: Combat Maneuvers – Improve your ship’s evasion and turn rate.
c) New Skill: Starship Battle Strategy – Improve your ship’s critical hit severity and damage resistance.

Does all Captains get these 3 skills (Tactical, Science, Engineer Captains)?
At what Level can you start to access/train these skills?

Does the "Accuracy" Captain Space Trait stack with above (a) and (b) Skills?

    Yes, all Captain's get them. You can see them, and the rank that unlocks them ( Lt, Lt.Cmdr, Cmdr), on your character's Skills list (hit K and select your character). Click on them to see the details.
    From what I understand they stack.

    ==> Am I better off skipping this Accuracy +0.1% Trait, choose another Captain Trait instead?

    This +0.1% Accuracy sounds very small to me!

    It actually works out to 10% increase I think.

    Correct. 0.1 is one tenth, as is 10%.

    Alot of players think it means .1 of a whole point to the stats in question, where a whole point (1) means 10% instead. Just trying to say its better than that.

    The accuracy increase is more of a play-style decision. You rarely if ever miss at point-blank range. If you plan to spend all your ship combat time up close then increased accuracy does little. However if you like to keep some distance between you then increasing accuracy can be of great benefit.
