It's enough of a bonus that when a single weapon has it, that makes it "green" quality. So it's like making all your weapons "uncommon" just from that trait alone.
Now, as to how much it actually helps? I don't know.

This sounds like a VERY small advantage to me!

It means +10% Accuracy. And its not that small. Ships get defense (a chance to be missed) when they move. The faster a ships moves, the harder it is to hit (i.e. faster == more defense). The Defense you get ranges from 0% when you aren't moving, to roughly 25% at Impulse Factor 20. And defense Maxs out at 50% at somewhere around Impulse Factor 30 (I haven't bother to figure out extactly). Any Accuracy buffs directly counteracts Defense. So +10% ACC vs +25% DEF == net +15% DEF. Weapons, traits, and skills can all add to you accuracy..
I've read that base accuracy is 100%. And any net Accuracy in excess of 100% add to the Critical Severity when you get a Crit.
Just from my experience, I see torpedoes with +.01 accuracy miss much less than torpedoes without it. I would only take that trait as a last resort, though. I feel traits could be better spent on things like Warp Theorist or Techie.
The last part of that statement is purely personal preference, though, since I can get +.01 accuracy torpedoes from various vendors and it's all the same

I's of of the same caliber of the other traits. With Warp Core Theorist, you can squeeze up to +7/+4 power settings bonus at 25/50 power with Warp Core Training/9. If you like to mini-max Ships power like I do, its quite invaluable.
sofar I've not noticed any difference between my char that has the accuracy and elusive trait in a cruiser. Against my char without those traits in a cruiser. I think the dif seems even less now with that new tier 1 skill... I forget it's name, like vector or something. After I got my accurate char to RA5, I was like...when have I ever missed anything except a fighter and whos going to miss my fat cruiser?
Beam and Cannons can miss. I've have man times when I've lined up and timed a Beam Overload shot to finish off an Escort, and..... MISS pops up instead of 4 digits of damage. And the shield gets a tick of Regen. RRRRRARGH!!!!! @)(#$@#(&$@%$!!!! CURSE YOU MURPHY!! I WILL HUNT YOU DOWN AND... Ehem....I hate it when that happens.

My Tactical/Escort character has precise those two traits. And I pump a lot of skills in Engine Efficiently and Perormance skills. "Speed is life."
