I don't really agree with an artificial time limit. I feel like they tend to eliminate some strategies and can rob you of a satisfying ending. That being said, I do agree that people leaving the game when things don't go their way is a problem and I'm not really sure how best to deal with it.
Same thing happens in space PvP. I support some kind of timer or some way those that have spent time in the map get credit if all the enemies flee in terror. Win by forfeit.
Oh! Maybe a timer not for the over all match, but for a one sided match. If a team is empty for 5 minutes or so then it's over and the people who stuck around are rewarded/freed.

I agree with this idea. However you have first to solve the problem with hiding. If like at score 1:0 all Klingons dont cloak till the end (in space) or use stealth module and win this way. And you really can hide as a Fed ship also (although I know you spoke about ground combat, but I would like to see it in space even, just needs solving those problems).

That's a pretty good point about hiding actually. If I read that right, Excorant is talking about the chance that a team could just hide until the opposing team left, effectively forcing a timed win. I can't imagine why anyone would want to do something like that except to be an TRIBBLE. That being said, it's definitely something to think about, lol.

Definitely something is needed for dealing with the sore losers that quit a match early. Unfortunately I see more of this coming from the KDF side. Too used to winning, some of them can't take losing gracefully or at least honorably.
I played a match last night in Briar Patch. When I got in, it was 4 Feds against 3 KDF and we Feds were disorganized, while the Klinks had been killing this same guy over and over again because the score was 5-0. Eventually the Feds got organized and we ended up with 5 people vs. 3, so they didn't really have a chance. But the Klingons just started leaving one by one, and we couldn't really tell that they were leaving. The last one left when the score was 6-13 or something which is just stupid since it was almost over.
I did figure out how to tell if they were still in the map though. The LFG tool seems to work like it does in Champs, so if you open it up and just hit the search button at the top, it should first show you everyone in your current instance, so you can tell if those people on the scoreboard are actually still lurking around or if they left. Its a clumsy way, though, and doesn't help when everyone leaves since you get no credit for what is unquestionably a victory. But if all it shows is people on your team, then the other team has left the building.
