Delay? Lag or FPS

So i was curious about an issue i saw in game. its ovbiously related to graphics so here goes:

When i started playing the game my resolution setting was set to "Half Resolution" Basically really crappy graphics. when i turned it off, i noticed the game didnt experience low frames like in Wow or other games, where the game becomes a really slow flip book. Instead i got a "delay" in where i would try to use an ability and a secods or 2 later it would do it. There was a delay in all my actions. when i turn Half resolution back on, i no longer get the delay. Odd?

Is there a way to fix this? the game looks so bad on half resolution, i know my computer isnt made to run it at max settings, but i didnt get any low frames when i turned it off, just the delay.

    I play with an Nvidia Geforce 6600 and have no delay o.O

    The 6600 is a more powerful graphics option than the Go 7300......
