I have never lost as much weapon power as i have today. I am running 2 dual Heavy Antiproton cannon, quant torp, Tricobalt Torp, and 4 Antiproton Turrets on my fleet escort and i go from 125 Power to 0 in 10 seconds flat I HAVE NEVER used EPS flow regulators on my Escort i have the +To power setting!! and now i have to take those off and put EPS on so i dont fight a ship for 10 minutes cause i have no power to do damage with!! and even then the EPS flow Regulators have been NURFED. Lets not nerf everything at once!!!!!!!!

and what do you really expect from going rapid fire with 2 heavy cannons and 4 turrets you wouldn't drain weapons power?
another thing you could do when they have full space auto is set the forward cannons for auto, and not the turrets unless you plan on using batteries with rapid fire or emergency power to weapons and set your torps to the space bar, if your torps are draining power then wait for the rapid fire to stop so you dont lose damage on the cannons, then fire the torps. but yeah shootting all cannons with rapid is a bad idea especially the turrets they are gimping your available power which reduces your damage. and are not doing enough damage for you to benifit from them firing. i'd probable suggest you test to see how many cannons you can go rapid with without the power falling below 50% and then swap some turrets for a beam or 2 you'd probably be fine a non heavy cannon a heavy and 2 turrets and you should get by with out the flow conduit. keep the 2 heavies and drop drop 2 turrets your gonna need a battery or emergency power to weapons on your engineer.
or go non heavy all the way.
but a engi with emergency power should help you out a little.

In my experience switching to DC's actually causes more energy issues. It fires almost twice as fast as a DHC but the energy drain is only 20% less. So they suck energy alot faster than DHC from my playing around with them.
You can run 4x DHC, 2x turret and mines or torp with 3x EPS and have no big power issues.
I have found that running 3 DHC + 1 torp and then running 2xturret and torp in rear is very efficient too.
further thinking on the subject how do you fly your escort as a sniper, or fighter.
do you stop and reverse or get in there,
emergency power to weapons 2 or 3 BO and buy it and train up your engi bo. this essential if you plan on rocking only cannons
if you snipe drop the a heavy for reg because thier higher rate of fire ensure the enemies shield is down when your torp volley hits. if a torp contacts the shield that torp will only do damage to the shield with a little bleed through.
if you get in there and fly by the seat of your pants like i do swap the second heavy for a regular dual and rock 2 turrets if you go on the exchange find a emergency power to weapons 2 or 3 BO and buy it and train up your engi bo. put single beams in the rear for whenyou fly so you still drain shield. as you come about.
weapons power = damage so if you are fighting and your power is at 100% with 2 heavies and your enenies is at 25% with 6 you will out damage him. 100% weapons power means 100% damage so try to keep it at 100% while your heavy cannons are firing.
