I have never played MMO before but it seems wrong and or unetical to charge to retrain your captain or to change the name. Is this common practice in other mmo.
It is neither wrong nor unethical and, if you trained your character properly the first time, you wouldn't need the respec. They are charging you for the convenience of being able to go through and pick your skills over again. Plan them out from the start and you won't need the respec.

Offering a retrain/respec for real money varies from game to game.
Unless you just started playing yesterday, you should have gotten one free retrain per character, and you get another one each time you increase in rank (LtCdr to Lt, Lt to Captain, etc.). You can also just pay for a retrain in-game with Merits/(? on Klingon side).
Cryptic has changed the skills over the time since open beta and live, so a respec helps to pick up the new skills and drop the ones you have found less needed than you first thought.

Wrong, don't forget that cryptic have changed alot of things in this new update and they relate to such things as exploits attacks on ground aswell as stealth abilities and added additional skills in the tree. A bit hard to plan for that nearly a month or two after launch.

Actually...a Respec is good even for those that DO plan out....At times they add new and useful skills that you can't learn without respec...and in some cases you want to try something new
IMO their should be alot of choices in the C-Store, right now in champions "the other MMO" still has the same items available when I last left it. Theres not much variety in the C-Store.
The C-Store should have tabs...
- costume pieces
- species
- ship skins (variants)
- misc (name change/respec/1 time max level toon)
- consumables (increase xp/travel speed/etc...etc)
- Travel points..or gateway...wormholes...whatever..something to have the character to reach the destination in a blink of a load screen...(which today is not happening)
- Movie Chapters/scenarios (epic battles like that during DS9)
- Starfleet/Klingon Aid/Support NPC (like another ship for a duration) (if the difficulty slider is implemented)
- Fleet/IKS star bases, roles...and such...
- Past pre-order items.
alot more can be done. But then again Cryptic probably doesn't want to C-Store focused, which is why its not updated w/ new items or old.

The point I was trying to make is that the respec wasn't a requirement of the game. It's not like at some point everyone will *have to* respec. If it were inevitable, and then they charged for it, that would make it unethical for them to do so (imo).

City of X also charges for respecs... but they give 'em away like candy, too, with pretty much every update. And they're available in game. Essentially, in CoX and in STO, paying for a respec is just paying to get something done quicker and for less in game currency than you normally would. I certainly won't ever buy one, but I'm sure some people will.
As for doing it right... Well, I think improving the tooltips and documentation is being worked on, and they do give a freespec every rank, so it's not too big of a deal.

It still is a valid argument. I've been playing since open beta, when there was even less documentation than there is now, and I've neither needed nor wanted a respec since I started my first toon. If people bothered to read, mess around with the UI at all, or even bother to talk to others and ask questions about it, there would be very little need for respecs or 6 NPCs talking about where Sulu is (not finding Sulu on your own is inexcusable IMHO). The real pig-headed idiocy is whining when the game doesn't hold your hand 24/7.
I will concede that the respecs are nice because of the added skills. That's how I used my free respec token, I took points out of one of my Captain skills to put points into Combat Maneuvers. Now my Galaxy class has a measurable turn rate!

it just seems wierd charging because you messed up but with 1 free and 1 per rank i dont see them selling many
They'll sell plenty as RAs don't get free ones. Everyone makes mistakes and everyone wants to try new things. That's the purpose of respecs.
And a rename works out to about $3.50. Go to Blizzards website and look up how much it costs for a name change.
