There are a few reasons this should be, let me state my case. Given the fact there are new skills that offset and augment the space game There are new possibilities present today that didn't exist upon choosing those talents.
Secondly now with some game time under our belts players have a better contextual frame to evaluate these talents and can thus make a more informed choice. Additionally These talents suffered from the same poor power explanations as the tiers and therefore should be included.
Champions allows respec of super stats which in essence is the same in function ( albeit it not bonuses) so using the excuse the game engine won't allow it wouldn't be valid. Devs now that you've given us the ability to retcon responsibly you need to allow us total ability to maximize our build and redo talents that are no longer in line with our goals.
Don't read more into this than their is. I am not nor will not advocate changing classes. I repeat no respecing science characters into Engineers or vice versa.

edit: re-read the post and see you ment the starting traits not skill tree - would be cool if they were included in the respec but since they are completely different then skills its a whole new can of worms
You want different racial traits, that's easy, create a new character. Efficient was changed and that change is retroactive, so if you didn't pick it previously(IF you even could, not all races are allowed that option), then that's your own fault.
Most people pick a race because they want to play as that race. Some pick them with a min/max attitude going, which it would seem the OP has, and that's kinda silly since the game really doesn't have a min/max compatible design, but whatever *shrug*
