This is a guess, based on what I've seen, but I don't think there are any restrictions. I think the "level" of the player whom starts a fleet action will be the base from which the level of the encounter is.
For example, I was in The Dig two times yesterday (got disconnected and had to log back in). Once it was -2 to my RA5 (RA3 equivalent), and once it was -22 (LtC3? equiv).
I ask about this due to my wanting to bring in one of my fleet members that was not a RA. He was on my team, in my Fleet, and couldnt get into the DS9 Action last night. The button would never show for him. He would only see the button to enter the regular DS9. Was frustrating for him and those of us already in the Action.
"Fleet actions are now level banded to make scoring fairer and more challenging for all players. Players who enter a fleet action mission will be sent to an instance with players within a specific level range and enemies on the map will be scaled appropriately. Rewards are also now scaled based on the level band of the Fleet Action you are sent to. This change also makes many Fleet Actions playable for all levels of players, although Fleet Actions still have a minimum level requirement based on the initial mission that offers you the Fleet Action."

Was he at the correct level to pick up the fleet action? Because it's in a Commander level zone, he'll need to be at commander level I believe.
This needs to be fixed. I tried to enter Breaking the Planet with a low level friend yesterday, and ended up with a bunch of LtC players, and one RA with me, all PuG, and all against enemies somehow leveled at 'my' level, with the battle already FAR into the first stage. So in fact, you have no dang idea who goes in first, all of it is based on the random chance of who knows what going in, off of sheer boredom of content and whatnot, and ending up inadvertently preventing lower level players from even participating.
If anything in this case, fix the whole dumb leveled bit, back to the level of the mission level that it originally was, change the the drop rate to favor the lower level players more, off of something other than straight up kills, or for gods sakes, reduce the mob numbers and/or spawn rate of mobs, to something manageable!
I mean the same battle yesterday (after my friend left from frustration,) me, the other RA, and who knows who else was there, were in such a wracked and chaotic fight, that we couldn't keep track of the mission requirement numbers anymore. We all finally got wiped eventually, even after surviving for like ten plus minutes of this, and I ended up finally leaving myself from frustration.
The more higher level areas I expect are of better players and all, and accept that for like Big Dig and such. However expecting all this is too much for lower levels that are trying to level up and all, many with the help of us RAs that are looking for content to do, (WHERE'S the episode re-playability thing at anyway!?) and then expecting proper team up, and then HOPE you don't get beat by some random RA5 early bird, ending up leveling enemies BACK to RA5 level, all this while your team was trying to setup the proper thang and all. And all this based on instances (or whatever you wana call these battlefields,) that as far as I can tell, are not seperated apart from each other very well, or even, all exist in ONE instance, and no other to choose from, as far as I can tell.
Maybe I'm overboard with much of this, but something just isn't right from my vector of things here. Not when the content becomes too hard for low levels, because the leveling rules don't seem too fleshed out properly. (Again, PuG and completely random entrants essentially kill the intent overall.) Again, it all seems not properly fleshed out.
If it's because of lowbies twinking off og high levels too much, I get the intent. However it isn't conducted properly, for those that just want to have 'some' fun in this game.
I agree that they really need to add the ability to switch between level-banded FAs and the old one-level FAs, you can't help people out or play as a multi-level group with the new system. Adding a toggle would keep both sides happy!

actually your wrong.. before season one all FA's where set to a fixed lvl range if an admiral came into the breaking the planet their had a cake walk.. Now after season one the FA YOU enter is set after your lvl.. if i as Ra where to enter breaking the planet i would enter an instance restricted to RA1-5 Also ALL FA's have a Minium lvl you need to be.. Breaking the Planet i belive is LTC... Crystal Entity Commander and Big Dig i think is Captain. DS9 is Admiral (i think)
