Cryptic has a system in Champions Online for designing an enemy who will hound you throughout your career, turning up in missions, subverting the normal course of events as a rival.
There is a history of this type of thing in Star Trek.
Mudd. Khan. Kruge. Tomalak. Bok. Dukat. The Borg Queen. Seska. Brunt. Darvin. Eddington. Shinzon. Braxton. Nero.
Adversaries who won't give up. Adversaries who won't stand down.
They don't cross paths with Captains because of some cosmic accident. They've suffered an injury and they won't let it go. They want to win. They want to one-up the captain who bested them. They want to achieve glory and greatness, perhaps, or simply turn a modest profit -- or perhaps they seek enlightenment. Whatever the case, they have a grudge that goes beyond the wars we wage because it's not about honor or fighting for peace -- it's personal.
So I propose this ultimate adversary creation system be brought over to Star Trek Online but with a Trek twist.
- Choose a faction for your rival, including your own.
- Choose a relationship with your rival.
- Choose a motivation for your rival.
- Adjust sliders that range the enemy from:
-- a comedic laughing stock who slips and falls and stammers to an intense adversary
(Determines behavior)
-- an ally with a grudge (who might simply turn his back on you) to a neutral party who wants you out of his hair to a blood rival who wants you dead
(Determines types of situations which trigger the chance for an enemy to engage in combat. A crooked ally will bide his time and turn on you in a moment of weakness. The neutral party will run into you by chance, just as frustrated at the encounter as you are. The blood rival will openly seek you out.)
-- a buffoon to a rival to a galactic genius
(Determines the scope of their schemes. On the low end of the intelligence scale, your enemy might turn up to throw rocks at you or kidnap one of your bridge officers. On the high end, you may find seemingly ordinary situations that turn out to be traps.)
Enter 5 custom insults to be incorporated into live play. (The language filter would apply, yes.)
Design your enemy. It could be a transporter duplicate or a mirror twin of your captain. It may be a defector to the opposing faction. It could be a rival captain in an opposing faction. It could be a mad scientist you thwarted or a merchant whose illicit schemes you shut down. It could be your Academy roommate, now a Marquis. It could be an honorless Romulan cur who blames you for the death of his father.
This could interact with episodes and STFs but it would mainly be a feature to spice up exploration missions by incorporating procedurally driven random story elements into the relatively mundane persistent content.

If you post enough on the forums, people will stalk your posts and your threads to say negative things about you and your opinion. I already have a few myself.
I even bought a new lamp in my living room so they have something to discuss when the peek in at me.

It might be fun to have someone in game to be your nemesis.
The Colin Moriarity to the Sherlock Holmes, and all that fun stuff.
