Actually while they have less damage per hit, if you look at the same level beam vs cannon the cannon does more dps because it fires faster. The smaller the firing arc the more Dps it does, so dual beam arrays do more dps than canons because they only have a 90 degree firing arc.
Canons also get access to the rapid fire bridge officer ability.
If all of the cannon volleys hit an unshielded section, it's like a free early level torpedo spread.
At least, that's how I've been using it.

Though FBP may be changed to effect ALL energy weapons soon.

I think I have read the latest in release notes and engineering reports. Sounds like you are making some assumptions.
