So my question is is this only in the JJverse ?
Its the same thing with Klingons and even Ferengi. Their societies and governments might not be aligned with the Federation or even able to join the Federation because of their cultures. But that doesnt stop individuals from seperating themselves from their culture. Who knows, maybe her parents decided to move to Federation space and become citizens. Growing up, she decided to join StarFleet. One thing I noticed though, her pheromones didnt seem to have much of an effect on the men around her. So maybe shes another race thats related to the Orions but doesnt have all the Orion qualities.

As was just said above, Orions arent a member of the Federation but Federation born members of the Orion race can still join the Federation.
Its like Japanese or German Americans who served with the US military in world-war 2. They are of that race but not of that nation.
I don't know that the Orions as a whole were ever part of the federation. I think they've always been the "pirates and outlaws" (Starfleet command: Orion Pirates, the Orion Syndicate, slave girls etc). And the one from the new movie was probably just the daughter of an orion family that imigrated to a federation world, or more accurately she was a callback to Kirk's legendary pension for pastell colored women.

Apparently, while Nero was waiting the 25 or so years for Spock to show up from 2387, he was terrorizing the Alpha Quadrant. He and his crew were supposedly captured by the Klingons and held on Rura Penthe for awhile, before they managed to escape.
Seeing an Orion-ish girl in Starfleet, to me, suggests that Starfleet went to the rescue of the Orions at one point, and as a result, the Orions had improved relations with the Federation. Gaila may be the first Orion to join Starfleet as a result.
But you can have an "Orion" (without the racial traits) by using the Alien Creator to basically create a human with Green eyes and skin.

Just like the Gorn (Their was three different races of Reptiles on seperate planets, they discovered each other and soon found out they were all of the same race, the Gorn) Same thing with Gaila, she might appear to be Orion. But its all too possible her race is a cousin race of the Orions and she has no pheromones. Notice how she told Kirk she loved him, and he reacted like any guy looking to bed a chick. If she was Orion....He'd be head over heels for her. In the cut scenes he was fooling around with her to take advantage of her. Using her to reprogram the Kobyashi Maru to help him beat it.
Out of several billion (trillion?) people in a species (in the future of course), and likely several different planets strewn across space, there are likely to be many people or even planets that have sided with other civilizations. Plus, using your logic, because Worf was in Starfleet, somehow Klingons are sided with us... Doesn't compute, or at least not in this game/future.

In fact, I believe the new character creation improvements in the patch allow you to load features between races. The game automatically adjusts if it's outside the race's parameters. (So if you have a human who looks like, say, Sam Jackson and you load that costume Klingon side, he'll be wearing KDF gear and look like Sam Jackson in Klingon makeup.) If you load a Lethean or Ferengi into the Alien option, you will be missing important parts.
But you can save an Orion look Klingon side and import it into the Federation Alien option to get the height and proportions perfect since all the costume options are available. This is very handy for any race that can be perfectly preserved as an Alien (Klingons, Humans, Vulcan, Orions, Benzite, Bolians, Vulcans, Bajorans... "Fake" Trill are missing legspots on skirts but are otherwise there. And "Fake" Benzite have no tech mouth gear.)

You all are reading WAY too much into this. Kirk ALWAYS got the alien women so there had to be one for him to get and what better way to show that she was an alien than to make her green?

neros appearance happened in the past, a good 200 years prior to current events, and in a different timeline
thus nero appearing wouldn't affect anything either way...
it's possible that the orions were aligned with the federation once apon a time, but decided to split and join the klingon since the klingon ideals more suited the orion goals.... (it' possible but since i'm not well versed in star trek history i'm not sure)
also the character from the most recent movie was a young adult and #1 maybe her pherimons weren't developed yet , or #2 she chose to supress them for "obvious" reasons (the faculty at the school would be aware of her pheromonal abilitys and would probably disipline her to some degree if she was caught using them.)

after studying the orion political history a little bit it looks like they sided with the klingons but remained neutral for a long time to prevent federation retaliation... so having an orion in the fed is plausable, though extremely rare..... (kinda like having your daughter marry your enimy to prevent him from attacking you )
