I wouldn't call it useless... it gives you a damage buff and a health buff:

Of less use but not useless.

    But the STO Wiki says...
Game Description: Increases the effectiveness of your stealth abilities and boosts exploit damage by 20% while stealthed
So who else besides Tactical has 'Stealth' skills??? 'Creative' offers the same bonuses, and is not class restrictive... http://stowiki.org/wiki/Trait:_Creative

True, but it still grants the buffs. So it isn't completely useless. I wouldn't take it for my Science Officer tho.

According to today's patch notes, we can no longer attack out of stealth. Sooo... what do they do about it?

So do you think it should not be available for non tactical officers to choose?

If 'Creative', 'Physical Strength' or any of the other ground combat boosting Traits are not available, it's better then nothing... (That is, for a Character geared for ground combat...)
