I haven't gotten into the theorycraft of the game quite yet.
What I'm interested in is a phaser or disruptor based, escort-based engineering build.
I always dug DPS warriors in Warcraft. I played DPS Tankers and high survivability Scrappers in City of Heroes. I like simple play with a nice blend of survivability and damage.
I wasn't sure about whether that's an Engineering issue or an Escorts issue. Honestly, I have no clue what talents to prioritize taking because the stats don't seem that easy for me to understand the relative worth of at this point.
While you're in space, bring up your powers list (P key). Click on each power, and for each ability that lists skills that improve its duration or magnitude, put points into that skill.
Also, put points into your weapon types of choice. I reccomend either phasers or disruptors, because they cost fewer points than the others, and the other types are not really any better.
Also, warp core training gives you higher power levels across the borad. The efficiency skills give more power in their respective ship systems.
BO abilities I use on my engineer in a fleet escort:
Attack pattern omega III
2x Beam overload III
2x Cannon Rapid Fire I
2x Torpedo High Yield I
Reverse shield polarity I
Engineering team I
Emergency power to shields I
Scramble Sensors I
Science Team I
Level up the skills that improve those abilities and you'll be in good shape. Also the egnineer-speficic EPS power tansfer and rotate shield frequency abilities are really useful and you should look at what skills power them up and put points into them. Nadion inversion is currently really lame so don't bother levelling it up.

aft: 3 phaser turrets
3x EPS consoles
4x phaser consoles
3x induction stabilizers
