That would be because the drop system doesn't quite work that way. The food drops are mostly random with increased chances of certain things in 'native' areas: you tend to get more Klingon food drops in Klingon-heavy areas and more Romulan food drops in Romulan controlled space. But with that being said there simply are no areas that are better for one food quality over another, that is pretty random. I've gotten +72% food doing my Lt. missions and I've gotten +56% food doing some of my RA missions with the +64% foods becoming more common as you go along. The +56% stuff seems to be more common at lower levels with the +64% becoming more common at higher levels but as far as I can tell the +72% stuff largely uncommon throughout.

So I would say that you need drop volume rather than trying to farm a given area. I would suggest looking at the ground-based Fleet Actions.

I have gotten them at all levels. P'Jel is great one to farm at low level, the map is filled with Klingons and I have gotten the octopus, Gladst and Heart of Targ. same with Break the Planet. Level seems to have no revelance to the type of food dropped on ground missions.

There's a clue I'll give you.... and it's not the area.

If you set up your character with certain traits it affects the outcomes. Almost everyone is "High Tuning" for space combat. Try the other traits. I made an alien not using those standard "improves space trait" characteristics, and I got a "Super-Looter" that would get more drops than tiy coiuld imagine. For example, "diplomatic mission" alone got 23 drops.

The "drops" seem to be in a cycle of 6 difference occurance, that will cycle. But, the contents of those six are appears to be determined by the player traits. So re-roll a few times and try to make a super looter...

    Final Hint: use 'lucky"

I was in the fleet mission at Starbase 24, and opted to do the ground mission, and it seemed like 3/4 klingons were dropping food there.

One of the things they did with food and other consumables that i really like is the fact that they are a percentage and not a flat increase so the stuff you get at lieutenant can still be just as useful at rear admiral. and so because of that the food isn't really as tiered and so my alt is just as likely to get me the food i want as my main.
