Why not just let Federation Klingons turn against the Fedration. Then anyone who wants to start a new character could start a Klingnon Fed and level to whatever level and betray the Feds. Which is only one way. Once you switch you cannot come back. And they can only take Klingon personel with them. You would have to get a Klingon ship when you switch. But you could take all Exp and items you get with you. There might be other restrictions. But its better than waiting until summer.
Actually I was thinking of modifying my original idea. Most players don't want to play as Federation. Maybe just starting out until LC level then they change over to Klingon or Stay federation. I'm not suggesting in any way shape or form they Delay any Klingon content. I was just thinking for some it would be a good way of leveling up with something to do for a while. All in all it is actually bad idea when I really think about it. I could think of more ideas. some good and some bad. Hopefully it gets the ball rolling at Cryptic if they read something on the forums they can run with.
Also more ships for Klingons in the lower levels should include Gorn and Naussican ships as well. And any other Klingon faction ships already in the game.
Same thing with Romlulans should incliude Herrogin ships Etc.
Also PVP could benefit from FPS PVP rules. Like one on one or death match where everyone kills everyone etc. They really could Jam out the space combat engine to use in so many unlimited ways. It would be fairly easy to add to the game IMHO.
Honestly from a story point of view. I doubt the Klingons would accept a Federation defector even if he was Klingon. I know in the series they would have taken Worf but he was just one.
The Klingons would never trust a defector with a ship. Leaving the Fed for the Klings would be... dishonorable.

This is true, the Klingons value honor above all else. Betraying the people you have sworn to protect is the pinnacle of dishonor and the Klingons would accept that.
