Peak time Lag

Howdy peoples, and well.. g'day from the land down under.

I have a VERY interesting issue.

General gameplay is now complete rubbish from 8pm to 1am, im rubber banding all over the shop and getting even more spikes (and deaths) due to this lag. When it first started it was occasional, now its just making the game unplayable.

Here is the details from the nettest exe from cryptic:

(Run at 9:30 AEST)
contacting nettest server..

Any tips hints or even some help. Pretty much ive gone from a complete enthuse to well, thinking of cancelling.

Oh before you ask internet connection is idle (so its one machine using it)
At release it was fine, occasional lag spikes nothing normal
I do play WoW and i get no lag issues, used to play CoV again no lag issues (WoW ping is between 200-400ms)
I do on occasion play on XBLive again with no lag problems during peak time.

I know the ISP im using, and i know the pipe isnt full (we are talking 1250 people on a 2000 port capable DSLAM), and the utilization on the pipe is 62.5% so thats out of the question.

    normal nettest reading is
    300-500 on columns 1 and 3 and around 20 for column 2.

Usually cycling lag and rubberbanding (orccurr only during peak times for the region) is indication of traffic shapping by the ISP or one of it's routing partners.
Since 8pm to 1am AEST is not a peak time of US usage. There should not be a server load problem.
Game uses ports 7000-7500 and does a lot of small packet streams that could be mistaken for p2p traffic.

Other game may not be affected by the traffic because
    1. uses different ports , ips and packet streams
    2. traffic shaping rules have already been setup for the game because of the age of the game, the subscriber base the company have, or to the amount of pull the company can bring on the ISP becuase of its user base.

Your nettest results point towards an ISP issue.
