One one hand, if your an escort with a small crew, resistance would be more beneficial then a negligible increase in crew. On the other hand a small crew can use all the recovery they can get. On the other hand recovery can never match prevention, so resistance trumps recovery. What do you guys think?

I use the biofunction. Mines currently +28, although Im looking to snag up the +30
I think it depends on your class and ship. I can't get enough engineering console slots, and there aren't many choices for me to fill my science console slots, so I use the biofunction monitor.
I agree, I think the basic difference is the ship configuration and your BO assignments.
If I have few science needs, such as my fleet escort that just needs the Deflector Dish, I've got an open sci slot, but the eng slots are all filled with hull resistance or power amps.
But in the science vessel, I've got heavier shields and can spare an engineering slot, while all of the sci slots are already used.
